A. whereas institutional governance of the Common Fisheries Policy (CFP) involves the Commission, the European Parliament, the Council, the Committee of the Regions, the European Economic and Social Committee, the Advisory Committee on Fisheries and Aquaculture (ACFA), the Scientific, Technical and Economic Committee on Fisheries (STECF), the Sectoral Social Dialogue Committee for Sea Fisheries (SSDC) and the Regional Advisory Councils (RACs),
A. overwegende dat bij de institutionele governance van het gemeenschappelijk visserijbeleid (GVB) de Commissie, het Europees Parlement, de Raad, het Comité van de Regio's, het Europees Economisch en Sociaal Comité, het Raadgevend Comité voor de visserij en de aquacultuur (RCVA), het Wetenschappelijk, Technisch en Economisch Comité voor de visserij (WTECV), het Comité voor de sectorale dialoog over de zeevisserij en de regionale adviesraden (RAR's) zijn betrokken,

9. Points out that the fisheries sector is still not considered to have a sufficient say in the decisions affecting it; points to the differences, in terms of roles and operation, between the ACFA and RACs, inasmuch as the former performs an advisory role extending to the CFP as a whole and covers the entire Community area, whereas the role of RACs is to give specialised advice within their spheres of influence; accordingly considers that the coexistence of the different advisory bodies helps to make for compatibility with maritime and marine policy and integrated coastal zone management;

Institutional governance of the Common Fisheries Policy (CFP) involves, besides the Commission, Council and the Parliament, various bodies such as the Scientific, Technical and Economic Committee for Fisheries (STECF), the Advisory Council for Fisheries and Aquaculture (ACFA), the Sectoral Social Dialogue Committee for Sea Fisheries (SSDC) and the Regional Advisory Councils (RACs).
Bij de institutionele governance van het gemeenschappelijk visserijbeleid (GVB) zijn, behalve de Commissie, de Raad en het Parlement, verschillende organen betrokken, zoals het Wetenschappelijk, Technisch en Economisch Comité voor de visserij (WTECV), het Raadgevend Comité voor de visserij en de aquacultuur (RCVA), het Comité voor de sectorale dialoog over de zeevisserij en de regionale adviesraden (RAR's).

In view of the tasks of the Advisory Committee on Fisheries and Aquaculture (ACFA), which was renewed under Commission Decision 1999/478/EC (5), the European professional organisations represented in ACFA should be given financial support to prepare the meetings of ACFA in order to improve the coordination of national organisations at European level and ensure greater industry cohesion on topics of Community interest.
Gezien de taken van het bij Besluit 1999/478/EG van de Commissie inzake vernieuwing van het Raadgevend Comité voor de visserij en de aquacultuur (5) vernieuwde Raadgevend Comité voor de visserij en de aquacultuur (RCVA), moet aan de in het RCVA vertegenwoordigde Europese beroepsorganisaties financiële steun voor de voorbereiding van de vergaderingen van het RCVA worden verleend met het doel de coördinatie tussen de nationale organisaties op Europees niveau te verbeteren en ten aanzien van onderwerpen van communautair belang voor meer samenhang binnen de sector te zorgen.

2. Drawing rights will be allocated, under a financing agreement with the Commission, to each trade organisation which is a member of the ACFA plenary, in proportion to entitlements within the plenary committee of the ACFA and depending on the financial resources available.

Aan elke beroepsorganisatie die lid is van de voltallige vergadering van het RCVA, wordt door middel van een financieringsovereenkomst met de Commissie een trekkingsrecht toegekend naar evenredigheid van het aantal rechthebbenden in de voltallige vergadering van het RCVA en afhankelijk van de beschikbare financiële middelen.

In order to ensure coordination of the work of the RACs with that of ACFA, it is necessary to facilitate the participation of a representative of ACFA in the meetings of the RACs.

Each year, as a function of the financial resources available and in proportion to entitlements within the plenary committee of the ACFA, each trade organisation which is a member of the ACFA plenary will be allocated drawing rights under a financing agreement with the Commission.

(2) In view of the tasks of the Advisory Committee on Fisheries and Aquaculture (ACFA) renewed under Commission Decision 1999/478/EC(1), these objectives of closer dialogue and transparency could be made easier by the introduction of new measures to improve the organisation of meetings of the ACFA, on the one hand, and the communication to the groups concerned of information concerning the issues at stake and the results achieved, on the other.
(2) In het licht van de taken van het bij Besluit 1999/478/EG van de Commissie(1) vernieuwde Raadgevend Comité voor de visserij en de acquacultuur (RCVA), kan de verwezenlijking van het streven naar versterking van de dialoog en vergroting van de transparantie vergemakkelijkt worden door de invoering van nieuwe maatregelen die ertoe strekken de vergaderingen van het RCVA efficiënter te organiseren en de betrokken kringen beter over de uitdagingen en de behaalde resultaten te informeren.
