24. Welcomes the suggested setting up of the European Security Research Advisory Board (ESRAB); considers that, given the current lack of a policy formulation superstructure, the need exists for clearer information on whether the Advisory Board will prove adequate and whether it will be ready to advise effectively on the content of security research and to address operational problems relating to programmes; underlines that the European Parliament should be represented in the ESRAB by five members, including the Chairmen of the responsible Committees (the Committee on Foreign Affairs, the Subcommittee on Security and Defence, the Committee on Industry, Research and Energy, the Committee on the Internal Market and Consumer Protection and the Committee on Civil Liberties, Justice and Home Affairs) or their representatives;

"1993 was a particularly important year for the Advisory Committee on Safety, Hygiene and Health Protection at Work" according to the Social Affairs Commissioner, Padraig Flynn following the recent adoption of the Advisory Committee's 1993 Report by the Commission.

The Treaty goes on to make a distinction between: - the main objectives laid down for the EMI, of which there are only three (Article 2): coordination of monetary policies, development of the ecu and preparation for the European System of Central Banks; - the thirteen primary tasks (Article 4), of which six fall within the scope of Article 109f(2) of the Treaty, two are of an advisory nature and five concern the regulatory and organizational framework which will be required by the ESCB; - "advisory functions" (Article 5); - "operational and technical functions" (Article 6); - "other tasks" (Article 7) (b) Mr Lamfalussy's priorities Mr Lamfalussy began to make his priorities known, particularly on the occasion of his hearing before Parliament (Committee on Economic and Monetary Affairs and Industrial Policy) on 10 November 1993, by stressing firstly the role of coordinating monetary policies and overseeing the EMS.
Daarna onderscheidt het Verdrag achtereenvolgens: - de belangrijkste doelstellingen van het EMI (artikel 2). Dit zijn er slechts drie: coördinatie van het monetair beleid, ontwikkeling van de ecu en voorbereiding van het Europese Stelsel van Centrale Banken; - de primaire taken (artikel 4). Hij ging daarbij eerst in op het belang van de coördinatie van het monetair beleid en toezicht op het EMS.
