Calls on the EU and its Member States to address, in agreement with its partners, the institutional anomaly whereby the EU is a major contributor to the WB Trust Funds, in fact a bigger aid donor than any of its Member States, and its operational partnerships with the Bank in the European and African regions are important, yet it has not even observer status on the WB Executive Board (only on its ministerial policy committee); stresses the importance of the EU as a whole as the largest global donor and highlights the efforts made by the Union to coordinate, align and reduce the fragmentation of its aid programmes, most notably through the Paris Declaration on Aid Effectiveness and the European Consensus on Development; in the light of this, recognises the importance of pursuing efforts to achieve a seat as an observer on the Executive Board and aspiring to reform politically obsolete groupings of countries, by grouping EU Member States together under the same constituency; recalls that the same principle of pooling Member States together under an EU constituency should apply to the main Multilateral Development Banks, most notably the Asian Development Bank, the Inter-American Development Bank and the African Development Bank;

AFFIRM the ambition to establish an EU-Africa Partnership on Infrastructure ("the Partnership") to support programmes that facilitate Africa's interconnectivity at a continental and regional level as well as national programmes that contribute to that connectivity and UNDERLINE that the Partnership should be based on the principles of African ownership, sustainability, economic soundness and debt sustainability and should respond to the development goals and plans of the African Union and its New Partnership for Africa's Development (NEPAD), of the Regional Economic Communities (RECs) and the African Development Bank;

BEKLEMTONEN voorts dat het Trustfonds op een efficiënte en transparante manier moet worden beheerd en dat alle lidstaten op de hoogte moeten worden gehouden van zijn activiteiten en projecten; BEKLEMTONEN dat nauw met de Afrikaanse Ontwikkelingsbank en andere Afrikaanse partners moet worden samengewerkt om te zorgen voor Afrikaanse verantwoordelijkheid en dialoog; VERWELKOMEN de tot dusver in het Fonds gestorte bijdragen en ZIEN UIT naar verdere financiële bijdragen op lange termijn, die door de Commissie, alsmede, op vrijwillige basis, door de lidstaten kunnen worden geleverd;

The Council expresses its appreciation for the work on situations of fragility being carried out by the United Nations, in particular the Peace Building Commission, the World Bank and the African Development Bank, underlining that the EU will seek to further strengthen its strategic partnerships with the UN and other multilateral actors dealing with issues of fragility.

De Raad uit zijn waardering voor de werkzaamheden met betrekking tot onstabiele situaties die worden verricht door de Verenigde Naties, en met name door de Commissie voor vredesopbouw, de Wereldbank en de Afrikaanse Ontwikkelingsbank, en onderstreept dat de EU haar strategische partnerschappen met de VN en andere multilaterale actoren die over dit thema gaan, verder zal trachten te versterken.

We commend the leaders of the African continent for adopting a number of declarations, plans and programmes, as well as treaties which constitute an appropriate framework for the collective promotion of the development of their countries, which include the Lagos Plan of Action and the Final Act of Lagos of 1980, and the Treaty Establishing the African Economic Community of 1991 (the Abuja Treaty), which came into force in May 1994, and the Sirte Declaration adopted at the OAU Extraordinary Summit, Libya in September 1999, on the African Union.
Wij feliciteren de leiders van het Afrikaans continent met de aanneming van een aantal verklaringen, plannen, programma's en verdragen die een passend kader vormen voor de collectieve bevordering van de ontwikkeling van hun respectieve landen, onder meer het Actieprogramma van Lagos en de Slotakte van Lagos van 1980, het Verdrag tot oprichting van de Afrikaanse Economische Gemeenschap van 1991 (Verdrag van Abuja), dat in mei 1994 van kracht is geworden, en de door de buitengewone OAE-top in september 1999 in Libië aangenomen Verklaring van Sirte over de Afrikaanse Unie.

In this regard, recalling that EPAs aim at establishing WTO compatible agreements between the parties on the basis of the development objectives of the Cotonou Agreement, the Council will examine, in view to its adoption, the draft Regulation proposed by the Commission aiming at applying as of 1 January 2008 as a first step the arrangements for goods originating in certain states which are part of the Africa, Caribbean and Pacific Group of States (ACP) provided in agreements establishing, or leading to the establishment of, Economic Partnership Agreements.
Memorerend dat EPO's ten doel hebben met de WTO verenigbare overeenkomsten tussen de partijen tot stand te brengen op basis van de ontwikkelingsdoelstellingen van de Overeenkomst van Cotonou, zal de Raad in dit verband, met het oog op de aanneming ervan, de door de Commissie voorgestelde ontwerp-verordening behandelen waarmee wordt beoogd dat met ingang van 1 januari 2008 als een eerste stap de regelingen voor goederen van oorsprong uit bepaalde staten van de groep van Staten in Afrika, het Caribische gebied en de Stille Oceaan (ACS) worden toegepast die zijn opgenomen in de overeenkomsten houdende totstandbrenging van, of leidende tot de totstandbrenging van, de economische partnerschapsovereenkomsten.
