A number of international organisations have direct competence in dealing with issues relating to biotechnology - biosafety is addressed by the Cartagena Protocol, biodiversity by the Convention on Biological Diversity (CBD), agriculture by the Food and Agriculture Organisation (FAO), intellectual property rights and technology transfer by the World Intellectual Property Organisation (WIPO) and World Trade Organisation (WTO), trade by the WTO, risk analysis of foods derived from modern biotechnology in Codex Alimentarius under the World Health Organisation (WHO)/FAO, plant protection under the International Plant Protection Convention (IPPC), and the development of consensus documents by the Organisation for Economic Co-operation and Development (OECD).

Notifications of investment aid in connection with the processing and marketing of agricultural products must be accompanied by documentation showing that support is targeted on clearly defined objectives reflecting identified structural and territorial needs and structural disadvantages.

(45) In order to ensure uniform conditions for the implementation of this Regulation as regards imports, implementing powers should also be conferred on the Commission in respect of measures laying down fixed quantities of agricultural products considered to have been used in the manufacturing of the processed agricultural products for the purposes of the reduction or phasing out of import duties applicable in preferential trade and establishing the appropriate documentary requirements, the annual tariff quotas and the method of administration to be used for the import of processed agricultural products and certain agricultural products in accordance with the Union's international commitments, procedures for the application of specific provisions laid down in international agreements or acts adopting the import or export regime in particular on the guarantees covering the nature, provenance and origin of the product, recognition of the document used for verifying these guarantees , the presentation of a document issued by the exporting country and on the destination and use of the products , measures laying down the period of validity of import licences, the procedure for lodging a security and its amount, the use of those import licences and, where necessary, the specific measures relating to, in particular, the conditions under which applications for import are to be submitted and authorisation granted within the tariff quota and the appropriate documentary requirements.

In January 2007 the Commission (DG Development, Unit B2) finalised a discussion document entitled 'Advancing African Agriculture' and it opened a forum for discussions with a number of parties (both within Europe and beyond) for the purpose of incorporating suggestions and proposals into the document and producing a more comprehensive version of the Communication on agriculture in Africa which had previously been announced for the end of 2006.
In januari 2007 heeft de Commissie (DG Ontwikkeling, Eenheid B2) een discussiedocument over nieuwe impulsen voor de Afrikaanse landbouw afgerond en een platform voor gesprekken met enkele partijen (zowel binnen Europa als daarbuiten) geopend om suggesties en voorstellen in het document op te nemen en een completere versie te realiseren van de mededeling over landbouw in Afrika die voor het eind van 2006 was aangekondigd.

Insofar as the shared management of the Community budget under the EAGF and the EAFRD concerns documents drawn up or received by the Commission or the paying agencies and the procedures put in place for the financing of the common agricultural policy, provision should be made for the application of Community legislation to the communication of electronic and digitised documents carried out under this Regulation and the periods for which electronic and digitised documents are to be kept should be laid down.

16. Calls on the Commission to commit itself to the firm defence of all aspects of multifunctional agriculture based on the European agricultural model, above all with the aim of achieving equivalent general conditions and avoiding distortions of competition and to ensure the inclusion of those aspects in the final document on the details of the negotiations in the WTO relating to the agricultural chapter;
16. verzoekt de Commissie om vastberaden op te komen voor de omvattende aspecten van een multifunctionele landbouw in de zin van het Europese landbouwmodel, vooral met het oog op het waarborgen van gelijkwaardige randvoorwaarden en het voorkomen van concurrentieverstoringen en deze in het slotdocument over de onderhandelingsmodaliteiten van het hoofdstuk landbouw in het kader van de WTO op te nemen;
