The Lisbon Treaty puts the Parliament on an equal footing with the Council as colegislator accounting for some 95% of legislative procedures. It now includes such areas as freedom, security and justice, agriculture, fisheries, research and structural funds.

5. Welcomes the Commission's initiative to incorporate a specific article concerning equality between men and women and non-discrimination in Regulation (EC) No 1698/2005 of 20 September 2005 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) (Article 8); considers, nevertheless, that steps should be taken to ensure that equality policy is incorporated and the result monitored in all legislation concerning the agricultural sector; recalls Parliament's resolution of 3 July 2003 on women in rural areas of the EU in the light of the mid-term review of the CAP, which proposed that a unit be set up within the Commission's Directorate-General for Agriculture with the task of incorporating the gender dimension into all relevant legislation and policies;
5. is verheugd over het initiatief van de Commissie om in verordening (EG) nr. 1698/2005 van de Raad van 20 september 2005 inzake steun voor plattelandsontwikkeling uit het Europees Landbouwfonds voor Plattelandsontwikkeling (ELFPO) een speciaal artikel inzake de gelijkheid van mannen en vrouwen en non-discriminatie op te nemen (artikel 8); is van mening dat de integratie van het gelijkheidsbeleid en het toezicht op de resultaten ervan in alle voor de landbouw relevante wetgeving moet worden gewaarborgd; herinnert eraan dat het Europees Parlement de Commissie in zijn resolutie van 3 juli 2003 over de situatie van vrouwen in plattelandsgebieden van de Unie in het licht van de tussentijdse herziening van het gemeenschappelijk landbouwbeleid verzocht heeft om binnen haar directoraat-generaal voor landbouw een eenheid op te richten die voor gender- en landbouwbeleid verantwoordelijk is en die tot taak heeft te zorgen voor gender mainstreaming in alle relevante wetgeving en beleidsmaatregelen;

With specific reference to Article 33(1) of the Treaty, and placing particular emphasis on the objectives of the common agricultural policy, the Fund contributes to the promotion of sustainable rural territory development throughout the Community and to the prevention of depopulation of rural areas in a complementary manner to the market and income support policies of the common agricultural policy, to cohesion policy, to policies on social inclusion, non-discrimination and promotion of equal opportunities and to the common fisheries policy.

The Fund contributes to the promotion of sustainable rural development throughout the Community and to the prevention of depopulation of rural areas in a complementary manner to the market and income support policies of the common agricultural policy, to cohesion policy, to policies on social inclusion, non-discrimination and promotion of equal opportunities and to the common fisheries policy.

For the ten new Member States, however, the percentage of the total Fund contribution is fixed at an average of 2,5%. The Leader reserve provided for at the end of the programming period (2011-2013), equal to 3% of the rural development budget, has been abolished. As regards the size of the firms eligible for aid relating to the processing and marketing of agricultural and forestry products, support is restricted to micro-enterprises in the case of forestry.
