On top of this, the incentive to build the appropriate administrative structures (Sapard agencies) and develop certain working methods on the basis of existing Community law means the candidate countries should be well prepared for EU accession in institutional terms. It should then be possible for common agricultural policy (CAP) measures to support the agricultural sector and rural areas to be implemented without problems immediately following accession.
