Whereas a significant step in a strategy for an overall reduction of VOC emissions in the Community was taken by Council Directive 91/441/EEC of 26 June 1991 amending Directive 70/220/EEC on the approximation of the laws of the Member States relating to measures to be taken against air pollution by emissions from motor vehicles (5) which aims at reducing by some 80 to 90 %, over 10 to 15 years, VOC emissions from tail-pipe exhaust gases and evaporative emissions from motor vehicles, representing some 40 % of the present emissions of man-made VOCs to the atmosphere; whereas, at the time of adoption of that Directive, the Commission was requested to submit a proposal for a Directive on the measures to reduce evaporation losses at every stage in the process of storage and distribution of motor fuels;
Overwegende dat er in het proces van algehele vermindering van de VOS-uitstoot in de Gemeenschap een belangrijke stap is gedaan met Richtlijn 91/441/EEG van de Raad van 26 juni 1991 tot wijziging van Richtlijn 70/220/EEG inzake de onderlinge aanpassing van de wetgevingen der Lid-Staten met betrekking tot maatregelen tegen luchtverontreiniging door emissies van motorvoertuigen (5) waarmee wordt beoogd de door uitlaatemissies en verdampingsemissies van motorvoertuigen veroorzaakte VOS-uitstoot die thans ongeveer 40 % van de emissies van antropogene VOS in de atmosfeer uitmaakt, over een periode van 10 à 15 jaar met circa 80 à 90 % te verminderen; dat bij de vaststelling van die richtlijn de Commissie is verzocht een voorstel voor een richtlijn in te dienen betreffende maatregelen ter vermindering van de verdampingsverliezen in elke fase van opslag en distributie van brandstoffen voor motorvoertuigen;

"Component of an exhaust or intake system" means one of the separate components which together form the exhaust system (e.g. exhaust pipes, the silencer proper) or the intake system (e.g. air filter).
Onder "onderdeel van een geluiddempinrichting" verstaat men één van de afzonderlijke delen die samen de uitlaatgeluiddempinrichting (b.v. uitlaatpijpen, de eigenlijke geluiddemper) of de inlaatgeluiddempinrichting (b.v. luchtfilter) vormen.
