8. verzoekt de Raad opnieuw werk te maken van de voorgenomen herziening van de richtlijn van de Raad tot wijziging van Richtlijn 77/388/EEG voor wat betreft de bijzondere regeling voor reisagenten (COM(2002)0064); betuigt opnieuw zijn steun voor het streven naar vereenvoudiging van deze bijzondere BTW-regeling en voor de vrijwaring van de concurrentiepositie van in de Europese Unie gevestigde bedrijven ten aanzien van operators uit derde landen; verzoekt de Raad met spoed de besluitvorming over het voorstel voor een richtlijn van de Raad tot wijziging van Richtlijn 77/388/EEG wat de verlaagde BTW-tarieven betreft (COM(2003)0397) af te ronden, zodat alle lidstaten structureel het verlaagde BTW-tarief voor restaurants kunnen aanvragen dat reeds bestaat voor andere toerismegerelateerde activiteiten zoals bijvoorbeeld vakantie-accommodatie, verhuur van percelen op kampeerterreinen, hotels en amusementsparken;
