Notes that the Centre's accounts for the financial year 2008 show income from interest in the amount of EUR 107 591,31; concludes from the annual closure of accounts and the amount of interest payments that the Centre maintains high cash reserves over long periods; notes that as of 31 December 2008 the Centre's cash reserves amounted to EUR 1 635 537,86 and that appropriations totalling EUR 354 051,31, which, as result of a bank book-keeping error, had been included in the Centre's accounts as an amount receivable, were credited to the Centre's bank account early in 2009; calls on the Commission to examine ways of ensuring that the principle of needs-based cash management, as laid down in Article 15(5) of Regulation (EC, Euratom) No 2343/2002, is implemented to the full and what changes in approach are needed to ensure that the Centre's cash reserves are kept as low as possible on a long-term basis;

The rules set out in this Decision shall apply to the annual accounts of the European Central Bank (ECB) comprising the balance sheet, items recorded in the books of the ECB off-balance-sheet, the profit and loss account and the notes to the annual accounts of the ECB.
De in dit besluit vastgelegde regels zijn van toepassing op de jaarrekening van de ECB, bestaande uit de balans, de posten die buiten de balans in de boeken van de ECB zijn vastgelegd, de winst-en-verliesrekening en de toelichtingen bij de jaarrekening van de ECB.

29. Considers that the monetary policy dialogue between Parliament and the ECB has been a success, and one which should be built on further; emphasises that the ex-post accountability of the ECB is of primordial importance for confidence, and hence stability, on the financial markets; it is important for the unity of the Executive Board and the Governing Council to continue to be assured in their public presentation; supports a targeted information policy on the part of the ECB vis-à-vis the Parliament, the Council and the Commission; stresses very strongly that the call for improvements in the ECB's communication policy must be seen solely against the backdrop of the simultaneous preservation of the independence of the ECB and of its bodies; reiterates, however, its call for the annual publication not only of an overview broken down by country, but also of a regional and cross-border overview about relevant trends, along the lines of the US Federal Reserve Beige Book, which would give the ECB the opportunity to influence the debate about productivity trends and the outlook for prices and pay; urges the ECB to examine the possibility of publishing summary minutes;
29. is van mening dat de dialoog over het monetair beleid tussen het Parlement en de ECB succesvol is verlopen en dat daaraan verder inhoud dient te worden gegeven; onderstreept dat de verantwoordelijkheid ex post van de ECB van wezenlijk belang is voor het vertrouwen en daarmee de stabiliteit van de financiële markten en dat het zaak is dat de directie en de Raad van bestuur als een samenhangend geheel naar buiten toe communiceren; ondersteunt een doelgericht informatiebeleid van de ECB ten aanzien van het Parlement, de Raad en de Commissie; wijst er nadrukkelijk op dat het verzoek om verbetering van het door de ECB gevoerde communicatiebeleid er niet aan in de weg mag staan dat de ECB haar onafhankelijkheid behoudt; dringt er evenwel nogmaals bij de ECB op aan elk jaar niet alleen een per land uitgesplitst overzicht te publiceren, maar tevens een regionaal en grensoverschrijdend overzicht over de betreffende tendensen, naar het "Beige Book" van de Amerikaanse centrale bank, waardoor de ECB invloed zou kunnen uitoefenen op de discussie rond de productiviteitsontwikkeling en de prijs- en salarisvooruitzichten; verzoekt de ECB na te gaan of het mogelijk is beknopte verslagen te publiceren;
