Qualified trust service providers shall be audited annually by an independent body whose competence to carry out the audit has been demonstrated to confirm that they and the qualified trust services provided by them fulfil the requirements set out in this Regulation, and shall submit the resulting compliance audit report to the supervisory body. Such audit shall also be carried out following any significant technological or organizational changes.

7. Notes that in 2011, the Internal Audit Service (IAS) performed an audit on 'Annual activity report and building blocks of assurance' and recommended to (i) include the Management Board's analysis and an assessment of the Authorising Officer's Annual Report in future annual activity reports, (ii) improve the accuracy of future declarations signed by the Authorising Officer, and (iii) include an assessment of effectiveness of the Centre's internal control system in future annual activity reports; calls on the Centre to inform the discharge authority on the measures undertaken to implement the IAS 2011 recommendations and those from prior IAS audits which remain open;

The accounting information given in the annual report shall be prepared in accordance with the standards and principles provided for in the rules or instruments applicable to AIFs concerning establishment and mergers, and shall be audited by one or more persons empowered by law to audit accounts in accordance with Directive 2006/43/EC of the European Parliament and of the Council of 17 May 2006 on statutory audits of annual accounts and consolidated accounts, amending Council Directives 78/660/EEC and 83/349/EEC and repealing Council Directive 84/253/EEC The auditor's report, including any qualifications, shall be reproduced in full in the annual report.

In order to harmonise standards for programming, following up the implementation of the Fund, auditing and certifying expenditure, it is necessary to clearly define the contents of the multiannual programme, the annual programme, the progress report, the final report, the applications for payments as well as the audit strategy, the annual audit report, the declaration of validity and the certification of expenditure.
Om de normen voor programmering, follow-up van de uitvoering van het Fonds, controle en certificering van uitgaven te harmoniseren, is het nodig de inhoud van het meerjarenprogramma, het jaarprogramma, het voortgangsverslag, het eindverslag, de betalingsverzoeken alsook de auditstrategie, het jaarlijkse auditverslag, de verklaring over de geldigheid en de certificering van uitgaven duidelijk te omschrijven.

2. Notwithstanding Article 51a(1) of Directive 78/660/EEC, if the Commission has not adopted a common standard for audit reports in accordance with Article 26(1) of this Directive, it may, in accordance with the procedure referred to in Article 48(2) of this Directive, adopt a common standard for audit reports for annual or consolidated accounts which have been prepared in accordance with approved international accounting standards, in order to enhance public confidence in the audit function.
2. Onverminderd artikel 51 bis, lid 1, van Richtlijn 78/660/EEG en in het geval dat de Commissie geen gemeenschappelijke standaard voor controleverklaringen heeft ingevoerd overeenkomstig artikel 26, lid 1, van deze richtlijn kan zij, om het publieke vertrouwen in controles van de jaarrekeningen te vergroten, volgens de procedure van artikel 48, lid 2, van deze richtlijn een gemeenschappelijke standaard voor controleverklaringen invoeren voor jaarrekeningen of geconsolideerde jaarrekeningen die conform goedgekeurde internationale standaarden voor jaarrekeningen zijn opgesteld.

In order to increase comparability between companies applying the same accounting standards, and to enhance public confidence in the audit function, the Commission may adopt a common audit report for the audit of annual accounts or consolidated accounts prepared on the basis of approved international accounting standards, unless an appropriate standard for such a report has been adopted at Community level.
Om vennootschappen die dezelfde standaarden voor jaarrekeningen toepassen beter met elkaar te kunnen vergelijken en om het publieke vertrouwen in de controlefunctie te versterken, kan de Commissie een gemeenschappelijke controleverklaring invoeren voor de wettelijke controle van jaarrekeningen of geconsolideerde jaarrekeningen die op basis van goedgekeurde internationale standaarden voor jaarrekeningen zijn opgesteld, tenzij op communautair niveau een passende standaard voor deze verklaring is goedgekeurd.
