H. whereas after the expiry of several ultimatums on 27 November 2011 the Arab League approved sanctions against Syria, including cutting of transactions with the Syrian National Bank, halting funding by Arab governments of projects in Syria, a travel ban to Arab countries for senior Syrian officials and a freeze on assets related to the al-Assad government, whereas the exact date of a ban on commercial flights between Syria an Arab countries is to be announced;
H. overwegende dat na het verstrijken van een aantal ultimatums de Arabische Liga op 27 november 2011 sancties tegen Syrië heeft genomen, waaronder een verbod op transacties met de Syrische Nationale Bank, het stoppen van financiering door Arabische regeringen van projecten in Syrië, een reisverbod voor hoge Syrische ambtenaren naar Arabische landen en bevriezing van tegoeden van de overheid van al-Assad, terwijl de exacte datum van een verbod op commerciële vluchten tussen Syrië en Arabische landen nog bekend moet worden gemaakt;

Stresses that the weakness of the reform process in the Arab world is also due to the difficulties and the controversies between some of the Arab countries; takes the view that the EU should make every effort to facilitate the political and economic integration of the Arab countries; notes that, in order to be really influential, the EU should not demonstrate any feeling of superiority or the impression of giving lessons, but should rather make the Euro-Arab dialogue a true dialogue between equals;
4. benadrukt dat de zwakheid van het hervormingsproces in de Arabische wereld ook aan de problemen en geschillen tussen bepaalde Arabische landen te wijten is; is van oordeel dat de EU alles in het werk moet stellen om de politieke en economische integratie van de Arabische landen te vergemakkelijken; wijst erop dat de EU om echt invloed te kunnen uitoefenen geen superieure houding mag aannemen noch de indruk mag geven anderen de les te lezen, en van de Europees-Arabische dialoog veeleer een echte dialoog tussen gelijken moet maken;

17. Notes the limited progress made in liberalising inter-Arab trade and in strengthening the private sector; calls on the Commission and the Council to redouble their efforts to encourage the sustainable and equitable economic development of the Arab countries, seeking to reduce inequalities through structural and social policies which limit the harmful social effects of economic reforms; supports the economic integration of the Arab countries, particularly in essential markets such as energy and telecommunications, with a view to generating a dynamic development process which will favour other sectors, and at the same time putting in place policies aimed at encouraging reform, subject to precise and limited technical and political conditions; welcomes the efforts made to create a Euro-Mediterranean Free Trade Area and welcomes the Agadir Agreement, which promotes intra-regional trade; awaits the conclusion of the EU-Gulf Cooperation Council Free Trade Agreement;
17. stelt vast dat de vooruitgang in de zin van de liberalisering van het interarabisch handelsverkeer en de uitbouw van de privé sector gering is; vraagt de Europese Commissie en de Raad om de duurzame en rechtvaardige ontwikkeling van de Arabische landen met verdubbelde inspanning aan te moedigen teneinde de ongelijkheden te verminderen door steun te geven aan structurele en sociale vormen van beleidsvoering die de sociaal schadelijke uitwerkingen van economische hervormingen beperken ; steunt de economische integratie van de Arabische landen, vooral op markten van essentieel belang als energie of telecommunicatie, om een ontwikkelingsdynamiek op gang te brengen die gunstig op andere sectoren inwerkt, en tegelijk parallelle beleidsvormen uit te werken om hervormingen te stimuleren die aan duidelijk omschreven en begrensde technische en politieke voorwaarden gebonden zijn; verheugt zich over het streven om een Euro-mediterrane vrijhandelszone op te richten en over de Overeenkomst van Agadir, die de interregionale handel bevordert; wacht op de sluiting van de vrijhandelsovereenkomst tussen de EU en de Samenwerkingsraad van de Golfstaten;

The Arab countries fall considerably below world average on all of six variables of governance used in the UNDP report, except for "rule of law" where they slightly exceed the average.
