Welcomes the strong decrease in the number of countries under the excessive deficit procedure – down to 11 in 2014 from 24 in 2011; notes that due to this fiscal improvement the fiscal stance in the EU is now expected to remain broadly neutral in 2015; asks the Commission to assess whether the EU fiscal stance is compatible with the need to increase investment; expresses its concern, however, about growing inequalities, decrease in purchasing power, high long-term unemployment and youth unemployment, and the still very high public and private indebtedness of a number of Member States in the euro area, a circumstance that not only hinders growth but also constitutes a substantial risk in case of possible future shocks; calls on the Commission to adopt a prudent and conservative interpretation of the growth indicators and to review the quality of economic forecasts, as previous Commission forecasts have too often been revised downwards;

Stresses that the relevant European financial instruments such as the Structural Funds, Cohesion Fund, research and development programmes and the CIP should accord substantially greater priority to investment in energy conservation and energy efficiency; calls on the international financing institutions such as the European Investment Bank, European Bank for Reconstruction and Development, World Bank and also public banks at a national level to include energy audit procedures in all their activities, to have dedicated and specialised energy conservation departments and to initiate special credit schemes for their investments, for example for the accelerated renovation of buildings or of public transport infrastructure and to streamline the access to risk capital for energy efficiency investments as well as to introduce standardised risk assessments for energy efficiency investment in order to reduce administrative burdens;

Environmental and social policies, strategies and procedures — the ‘Environmental Statement’ and ‘Environmental Procedures’ cover policy and internal guidelines, standards, procedures and organisation in the field of the environment, describing how the EIB assesses environmental and social aspects of all projects considered for financing, the legal framework applied — depending on where the project is situated — and the responsibilities of project promoters with regard to environmental matters, including any nature conservation requirements.

(19) Where the obligation to carry out assessments of the effects on the environment arises simultaneously from this Directive and other Community legislation, such as Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds(9), Directive 92/43/EEC, or Directive 2000/60/EC of the European Parliament and the Council of 23 October 2000 establishing a framework for Community action in the field of water policy(10), in order to avoid duplication of the assessment, Member States may provide for coordinated or joint procedures fulfilling the requirements of the relevant Community legislation.
