HERHAALT het vaste voornemen van de EU adequate financiële, menselijke en technische middelen te verschaffen en BENADRUKT het belang van het opbouwen van institutionele en wetgevende capaciteit voor de ontwikkeling en uitvoering van beleid en programma's voor het behoud en het duurzame gebruik van biodiversiteit, in het bijzonder voor de versterking van de capaciteit van de landen om biodiversiteit te integreren in hun sectorale nationale plannen en strategieën, voor het vergemakkelijken van de toepassing van de richtsnoeren van Bonn inzake toegang en batenverdeling en van het Protocol van Cartagena, voor het uitvoeren van milieueffectrapportages en risicobeoordelingen in overeenstemming met de ontwerp-richtsnoeren van het CBD voor het integreren van biodiversiteitskwesties in de MER-wetgeving en in strategische milieueffectbeoordelingen, voor het opzetten en beheren van ecologische netwerken, alsmede voor het ondersteunen van duurzame ontwikkeling, met name van armoedebestrijdingsstrategieën;

8. The Council considers that the aim of implementing development research programmes should be: - the strengthening of research capacities, based on the supporting and structuring of the centres of competence existing in the national research systems of the developing countries, and promoting private sector investment to contribute thereto; - the regional integration of such capacities, by analyzing needs and programming activities at regional level, taking account of the specific needs and potential of the various countries, and by creating an appropriate scientific environment to rationalize the means and make the most of combined efforts; - the mobilizing of European scientific expertise, on the basis of the needs made known by the developing countries concerned, inter alia by partnerships favouring: = a more sustained development of projects, = the strengthening of local research teams, maintaining local researchers on site or returning them there, = the gradual adaptation of research capacities and their sustainable development.
8. De Raad is van oordeel dat de uitvoering van de onderzoekprogramma's voor ontwikkeling gericht moet zijn op : - versterking van de onderzoekscapaciteit, waarbij de in de nationale onderzoekssystemen van de ontwikkelingslanden bestaande competentiecentra worden ondersteund en gestructureerd, en waarbij particuliere investeringen, om daartoe bij te dragen, worden gestimuleerd. - regionale integratie van deze capaciteit, door de behoeften en de planning van de regionale activiteiten te analyseren met inachtneming van de specifieke behoeften en mogelijkheden van de verschillende landen, en door een adequaat wetenschappelijk milieu te creëren zodat de middelen verstandig kunnen worden gebruikt en de synergiëen maximaal kunnen worden benut ; - mobilisatie van de Europese wetenschappelijke expertise, op basis van de door de betrokken ontwikkelingslanden meegedeelde behoeften, onder meer door partnerschappen voor de stimulering van : = een krachtiger ontwikkeling van de projecten, = de versterking van de plaatselijke onderzoeksteams en het ter plaatse blijven of terugkeren van plaatselijke onderzoekers, = een geleidelijke toeëigening van de onderzoekscapaciteit en de duurzame ontwikkeling daarvan.
