(34) In order to adopt detailed rules for the preparation of the programming documents, their follow-up, audit, evaluation, review and implementation, as well as for reporting and financial corrections, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of Part IV of this Decision.

The content of the reports should include relevant information with regard to the monitoring of safety performance, compliance with applicable safety regulatory requirements by supervised organisations, the programme of safety regulatory audits, the review of the safety arguments, changes to functional systems implemented by supervised organisations in accordance with procedures accepted by the competent authority and safety directives issued by such authority.
De inhoud van het verslag dient relevante informatie te omvatten over de monitoring van de veiligheidsprestaties, de naleving van de toepasselijke veiligheidsregelgevingseisen door de organisaties waarop toezicht wordt uitgeoefend, het programma inzake de audits van de veiligheidsvoorzieningen, de toetsing van de veiligheidsargumenten, de wijzigingen in functionele systemen die door de aan toezicht onderworpen organisaties overeenkomstig de door de bevoegde autoriteit aanvaarde procedures en de door de bevoegde autoriteit uitgevaardigde veiligheidsaanwijzingen worden uitgevoerd.

Before the reports referred to in Articles 10 and 11 are issued, an engagement quality control review (in this Article hereinafter referred to as: review) shall be performed to assess whether the statutory auditor or the key audit partner could reasonably have come to the opinion and conclusions expressed in the draft of these reports.

The actions to be reported should include relevant information with regard to the monitoring of safety performance, the compliance with applicable safety regulatory requirements by the organisations supervised, the programme of safety regulatory audits, the review of the safety arguments, the changes to functional systems implemented by the organisations in accordance with procedures accepted by the authority and the safety directives issued by the national supervisory authority.

Prior to a visit by the environmental verifier, the organisation shall provide him with basic information about the organisation and its activities, the environmental policy and programme, the description of the environmental management system in operation in the organisation, details of the environmental review or audit carried out, the report on that review or audit and on any corrective action taken afterwards, and the draft environmental statement or the environmental performance report.

If the half-yearly financial report has not been audited or reviewed by auditors, the issuer shall make a statement to that effect in its report.

If the half-yearly financial report has not been audited or reviewed by auditors, the issuer shall make a statement to that effect in its report.

In many Member States the publication of reports on the audit or review of half-yearly financial reports raises severe problems with regard to auditor liability since the liability situation in this case differs considerably from the liability situation in case of a statutory audit of annual accounts.

However, the Directive should give Member States enough time to solve the difficult problem of auditor liability in a proper manner before requiring the publication of the report on the audit and review of half-yearly reports.
