Tomorrow, 77 years after the Pact's signature, we will remember all the victims of the totalitarian and authoritarian regimes that have scarred parts of Europe during the 20th century.

The Europe-Wide Day of Remembrance for the victims of totalitarian and authoritarian regimes keeps alive the memory of the victims and pays tribute to them.

Calls for a ban on exports of repressive technologies and services to authoritarian regimes; believes that such a ban should set a precedent for structural restrictive measures; considers it prudent, however, to specify that any such bans must be decided on a case-by-case basis, taking into account specifics when dealing with conflict zones or authoritarian regimes;

L. whereas the opportunity for authoritarian leaders to convert power into personal wealth, often including through the misappropriation of, or personal control over, state assets, offers them the incentive and boosts their capacity to usurp and continue in power; whereas further studies are required in order to minimise any relation between foreign aid for development or other purposes and the enrichment of authoritarian leaders and their inner circles;

A. whereas recent demonstrations in several Arab countries in northern Africa and the Middle East have called for an end to authoritarian regimes and for political, economic and social reforms, freedom, democracy and better living conditions for ordinary people; whereas the massive protests in numerous Arab countries have shown that undemocratic and authoritarian regimes cannot guarantee credible stability and that democratic values are central to economic and political partnerships,
