37. Calls upon MEPs in the Petitions Committee to adopt final internal rules to ensure maximum efficiency and openness in the work of the Committee and to make proposals to revise accordingly the Rules of Procedure of the European Parliament in order to consolidate their continuous attempts during the whole seventh legislature to improve working methods; calls on the Petitions Committee to adopt clear deadlines in the process of petitions in order to speed up the petitions life-cycle in the European Parliament and make the whole process even more transparent and democratic; underlines that this could put in place a defined lifecycle of the petition from registration until their final closure in the European Parliament, similarly to the existing deadlines for the work in process on legislative and non-legislative files; considers that these deadlines should establish an alert mechanism which automatically draws Members’ attention to petitions on which there has not been any action or correspondence for a considerable amount of time, in order to avoid old petitions staying open over years without substantial reason; recalls that fact-finding visits are one of the key investigative instruments of the Petitions Committee, therefore an urgent revision of the relevant rules is needed, in order to enable the newly elected Members to carry out efficient visits and report swiftly back to the petitioners and the Committee on their findings and recommendations;
37. verzoekt de leden van de Commissie verzoekschriften definitieve interne regels goed te keuren om te waarborgen dat de werkzaamheden van deze commissie zo efficiënt en open mogelijk verlopen, en voorstellen te doen om het Reglement van het Europees Parlement in die zin te herzien, teneinde vaste vorm te geven aan hun constante pogingen gedurende de zevende zittingsperiode om de werkmethoden te verbeteren; verzoekt de Commissie verzoekschriften duidelijke termijnen voor de verzoekschriftenprocedure vast te stellen om de behandelduur in het Europees Parlement in te korten en het hele proces nog transparanter en democratischer te maken; onderstreept dat zo een vaste levenscyclus voor een verzoekschrift zou kunnen worden bepaald, vanaf de registratie tot de definitieve afsluiting in het Europees Parlement, te vergelijken met de bestaande termijnen voor het lopende werk aan wetgevings- en niet-wetgevingsdossiers; is van mening dat deze termijnen een waarschuwingsmechanisme moeten vormen dat automatisch de aandacht van de leden op verzoekschriften richt in gevallen waarin er gedurende een aanzienlijke periode geen actie of correspondentie is geweest, om te voorkomen dat oude verzoekschriften zonder goede reden jarenlang in behandeling blijven; herinnert eraan dat de onderzoeksmissie tot de centrale onderzoeksinstrumenten van de Commissie verzoekschriften behoort, en dat daarom de desbetreffende voorschriften dringend moeten worden herzien, zodat de nieuw verkozen leden hun bezoeken efficiënt kunnen afleggen en de indieners en de commissie snel op de hoogte kunnen stellen van hun bevindingen en aanbevelingen;

Underlines its commitment to the Stability and Growth Pact and the adjustments proposed by the Commission; calls on all Member States to reach a budget position close to balance or in surplus in the coming years and to avoid pro-cyclical policies, especially when growth conditions are favourable, in order to let automatic stabilisers work symmetrically over the whole economic cycle; emphasises that sound public finances are necessary to guarantee sustainable social protection systems and social cohesion, not least in the context of the demographic challenge of ageing populations;
6. benadrukt zijn gehechtheid aan het Stabiliteits- en Groeipakt en ondersteunt de door de Commissie voorgestelde aanpassingen; doet een beroep op alle lidstaten om hun begrotingen in de komende jaren dicht bij evenwichtstoestand te brengen, of zelfs voor een overschot te zorgen, en om een pro-cyclisch uitgavenbeleid te voorkomen, vooral wanneer de groeivoorwaarden gunstig zijn, opdat de automatische stabilisatoren over de gehele economische cyclus symmetrisch kunnen werken; benadrukt dat gezonde overheidsfinanciën noodzakelijk zijn om duurzame systemen voor sociale bescherming en sociale samenhang te garanderen, niet in de laatste plaats in het licht van de demografische uitdaging waarvoor wij door de veroudering van de bevolking gesteld worden;

Recalls that the Stability and Growth Pact is an essential element of the credibility of the Euro area and attainment of a balanced fiscal position is a prerequisite to let automatic stabilisers work fully, that a right "policy mix" between monetary and fiscal policy presupposes sound public finances, that allowing national budgets to “breathe” in connection with the pace of economic activity is fully understandable as long as the budget is balanced over an entire economic cycle, calls the Member States having not yet reached a balanced fiscal position to avoid any dramatic drift of their current budgetary position;

The fiscal position should be sufficiently strong to let the automatic stabilisers in the economy work properly over the business cycle, as envisaged by the EU Stability and Growth Pact. Fiscal consolidation is also crucial due to the longer term budgetary challenges associated with an ageing population.
De begrotingspositie moet voldoende sterk zijn, willen de automatische stabilisatoren in de economie hun normale uitwerking kunnen hebben, zulks conform het Stabiliteits- en Groeipact van de EU.
