4. Calls on the Commission to establish a monitoring mechanism that links the implementation and temporary suspension of trade agreements and autonomous trade measures to a beneficiary country's compliance with basic democratic standards and respect for human and minority rights, as set out in the European Parliament's Annual report on human rights in the world;
4. dringt er bij de Commissie op aan een controlemechanisme in het leven te roepen waardoor een verband wordt gelegd tussen de tenuitvoerlegging en de tijdelijke opschorting van handelsovereenkomsten en autonome handelsmaatregelen enerzijds en de naleving door het begunstigde land van democratische basisnormen en de eerbiediging van de mensenrechten en de minderheidsrechten, zoals die zijn opgenomen in het jaarverslag van het Europees Parlement over de mensenrechten in de wereld, anderzijds;

2. Calls on the Commission to incorporate a standard human rights clause in all its future international agreements, including sectoral trade agreements concluded with, and autonomous trade measures granted to, third countries; moreover, calls on the Commission, when assessing countries' compliance with the clause, to establish specific priorities for each country;
2. dringt er bij de Commissie op aan een standaard mensenrechtenclausule op te nemen in al haar toekomstige internationale overeenkomsten, zoals sectoriële handelsovereenkomsten die worden gesloten met derde landen en autonome handelsmaatregelen die aan deze landen worden toegekend; dringt er voorts bij de Commissie op aan om bij de beoordeling van de naleving van deze clausule voor ieder land specifieke prioriteiten vast te stellen;
