As from 1 July 2016, and with the exception of individual aid awards below EUR 500 000, Member States must publish on a comprehensive State aid website, at national or regional level, at least the following information on notified State aid measures: the full text of the aid scheme and its implementing provisions or legal basis for individual aid, or a link to it; the identity of the aid awarding authority; the identity of individual beneficiaries; the form and amount of aid awarded to each beneficiary; the date of award; the type of beneficiary (SME or large enterprise); the region in which the beneficiary is located (at NUTS level II); and the principal economic sector in which the beneficiary has its activities (at NACE group level) (46).

The awarding authority is not prevented from setting qualitative standards to be met by all economic operators or from taking qualitative aspects related to the different proposals into account in its award decision.

19. Calls on the Commission to clarify, for public purchasers in the food supply chain, the application of the environmental and social criteria of Directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts and to supplement them with innovation-fostering criteria, in particular to encourage: (a) fair trade for local producers and local products, (b) sustainable European farming, (c) selection of bids offering the best value for money rather than the cheapest bids, and (d) a return to innovative investment in European farms; calls on the Commission to include these proposals in the interpretive communication which has been announced on the legal framework for helping awarding authorities to take better account of the objectives of promoting innovation, sustainable development and combating social exclusion;

The proposed directive addresses the specific character of defence public procurement: awarding authorities may use the negotiated procedure with prior publication as a standard procedure, they may also require from candidates specific clauses for security of information (in order to ensure the confidentiality of sensitive information) and for security of supply ( in order to ensure on-time delivery in case of crisis).

(4) On the question of cumulation between aid under the de minimis rule and aid under an authorized scheme, the following rule should be applied. If a firm that has received aid under the de minimis rule in the past three years for one of the abovementioned two categories of expenditure wishes to accept aid under an authorized scheme for expenditure falling within the same category, the de minimis and authorized aid combined must not exceed the maximum award authorized by the EFTA Surveillance Authority for the notified scheme if this is above ECU 50 000.
