However, in the absence of a formal designation of the sensitive areas, the Commission applies a case-by-case approach which takes account, on the hand, of existing scientific data concerning the risk of eutrophication of the receiving maritime waters of the river basins concerned (and recognised in the framework of international conventions which have been signed by these countries: Helcom for the Baltic sea, Ospar for the North sea, Barcelona for the Mediterranean sea, Danube and Black sea Conventions for the Black sea) and, on the other hand, of the location and characteristics of the ISPA projects.

Expresses its satisfaction with the Commission's efforts to establish working groups in the field of fisheries management with Turkey and the Russian Federation, providing the basis for further debate on cooperation; calls on the Commission to extend its efforts and dialogue with all countries bordering the Black Sea; calls on the Commission to make full use of the existing organisations, as well as the relevant tools, in order to make progress towards better policy coordination; takes the view, meanwhile, that a separate regional fisheries management organisation (RFMO) for the Black Sea could in the long term foster and promote communication between scientific institutes and professional organisations of fishermen, producers and processors with a view to settling issues and deepening cooperation in the Black Sea; encourages the Commission to work with the Black Sea countries at a bilateral level, bearing in mind that many of them are not members of the European Union;

With an emphasis on the Black Sea’s geostrategic importance, the European Council should ask the European Commission to draw up a European Union Black Sea strategy. Unfortunately, too little attention has been devoted until now to the Black Sea, which is of geostrategic significance to the European Union.

To this end, Member States will be encouraged to work within the framework of regional seas conventions – including the Black Sea Commission (See Annex I) Community accession to the Convention on the Protection of the Black Sea against Pollution is a priority.

Considers that, in order to adopt a coherent, effective and result-oriented regional policy approach, the Communication has to be followed by further consistent steps on the part of the EU to encourage a genuine regional dimension tailored to this area; is also concerned by the fact that the results of the Black Sea regional strategy pursued since 1997 have not been properly evaluated; calls on the Commission to prepare a thorough assessment of previous and ongoing activities and to present the results to the European Parliament; welcomes the intention of the Commission to provide for an initial evaluation of the Black Sea Synergy in 2008, and calls upon it to put forward concrete proposals for fostering regional cooperation and genuine partnership in the Black Sea area, based on the results of its evaluation and taking into account the recommendations contained in this and other relevant resolutions of the European Parliament; encourages the Commission to use the experiences gained in the Northern Dimension when drafting any future review or extension of its Black Sea strategy;
2. is van mening dat het voor de aanneming van een coherente, effectieve en resultaatgerichte regionale beleidsaanpak nodig is dat de mededeling wordt gevolgd door verdere samenhangende Europese maatregelen om een werkelijke regionale dimensie te stimuleren die speciaal is afgestemd op dit gebied; maakt zich voorts zorgen om het feit dat de resultaten van de regionale strategie voor het Zwarte-Zeegebied die sinds 1997 wordt gehanteerd niet voldoende zijn geëvalueerd; verzoekt de Commissie een grondige beoordeling van de eerdere en huidige activiteiten op te stellen en de resultaten daarvan voor te stellen aan het Europees Parlement; is verheugd over het voornemen van de Commissie om in 2008 een eerste evaluatie van de synergie voor het Zwarte-Zeegebied voor te leggen en verzoekt haar concrete voorstellen ter bevordering van de regionale samenwerking en van een werkelijk partnerschap in het Zwarte-Zeegebied te doen, op basis van de resultaten van haar evaluatie en rekening houdend met de in deze en andere toepasselijke resoluties van het Europees Parlement gedane aanbevelingen; spoort de Commissie aan om bij voorstellen voor een toekomstige herziening of uitbreiding van haar strategie voor het Zwarte-Zeegebied gebruik te maken van de met de Noordelijke dimensie opgedane ervaringen;

The Commission also proposes exploring the possibility of setting up a cooperation structure which would bring together the Member States and relevant EU agencies, the non-EU countries bordering the Black Sea and regional organisations, in particular, the SECI, the Black Sea Economic Cooperation (BSEC) and the Black Sea forum.
