Een financieel referentiebedrag voor het Programma, in de zin van punt 17 van het Interinstitutioneel Akkoord van 2 december 2013 tussen het Europees Parlement, de Raad en de Commissie betreffende de begrotingsdiscipline, samenwerking in begrotingszaken en goed financieel beheer , is opgenomen in deze Verordening, en laat de in het VWEU vastgestelde begrotingsbevoegdheden van het Europees Parlement en de Raad onverlet.

This Agreement does not alter the respective budgetary powers of the institutions as laid down in the Treaties, in Council Regulation (EU, Euratom) No 1311/2013 (the ‘MFF Regulation’) and in Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (the ‘Financial Regulation’).
Dit akkoord houdt geen wijziging in van de respectieve begrotingsbevoegdheden van de instellingen, zoals vastgelegd in de Verdragen, in Verordening (EU, Euratom) nr. 1311/2013 van de Raad („de MFK-verordening”) en in Verordening (EU, Euratom) nr. 966/2012 van het Europees Parlement en de Raad („het financieel reglement”).

Should the Council wish to include a financial reference amount, that amount shall be taken as illustrating the will of the legislator and shall not affect the budgetary powers of the European Parliament and the Council as set out in the TFEU.
