Due to the political situation in Burma/Myanmar and in Belarus, the temporary withdrawal of all tariff preferences in respect of imports of products originating in Burma/Myanmar or Belarus should be maintained.

According to Commission Implementing Decision 2012/274/EU of 24 April 2012 determining the second set of regions for the start of operations of the Visa Information System (VIS) , the ninth region where the collection and transmission of data to the VIS for all applications should start comprises Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan; the tenth region comprises Brunei, Burma/Myanmar, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam; and the eleventh region comprises the occupied Palestinian territory.

Calls for an increase in the level of EU bilateral development aid to Burma/Myanmar under the 2014-2020 multiannual financial framework and for the Government of Burma/Myanmar to promote and support action in the main areas covered by the European Instrument for Democracy and Human Rights (EIDHR): consolidation of democracy, the rule of law and respect for human rights and fundamental freedoms; notes, in this connection, the work of the EU-funded Myanmar Peace Centre; expects the Government of Burma/Myanmar to accept and facilitate the opening of a UN regional Office of the High Commissioner for Human Rights with a full mandate, as the country needs not only technical assistance but also a mechanism for close monitoring of human rights;
9. dringt aan op verhoging van de bilaterale EU-ontwikkelingssteun aan Birma/Myanmar in het meerjarig financieel kader en verzoekt de regering van Birma/Myanmar in alle opzichten steun te verlenen aan de activiteiten op de belangrijkste terreinen van het Europees instrument voor democratie en mensenrechten (EIDHR): versterking van de democratie en de rechtsstaat en eerbiediging van de mensenrechten en de fundamentele vrijheden; wijst in dit verband op het werk van het door de EU gesubsidieerde Myanmar Peace Centre; verwacht van de regering van Birma/Myanmar dat zij de opening van een regionaal VN-kantoor van de hoge commissaris voor de mensenrechten met een volledig mandaat aanvaardt en faciliteert, daar het land niet alleen technische bijstand nodig heeft, maar ook mechanismen voor nauwlettend toezicht op de mensenrechten;

– having regard to its previous resolutions on Burma/Myanmar, in particular those of 20 April 2012 and 22 November 2012 , and to its resolution of 13 September 2012 on the persecution of Rohingya Muslims in Burma/Myanmar ,

20. Acknowledges that responsible and sustainable trade and investment – including with and from the European Union – will support Burma/Myanmar's efforts to fight poverty and to ensure that measures benefit broader sections of the population, and calls on the Council and the Commission to consider allowing Burma/Myanmar to have privileged market access to the European Union;

N. whereas an independent and impartial judiciary is essential if there is to be respect for the rule of law and justice in Burma/Myanmar; calls on the Government of Burma/Myanmar also to initiate legal reforms in order to ensure a truly independent and impartial judiciary;
N. overwegende dat een onafhankelijke en onpartijdige rechterlijke macht een eerste voorwaarde is voor rechtsstatelijkheid en recht in Birma/Myanmar; dat de regering van Birma/Myanmar juridische hervormingen moet starten om een werkelijk onafhankelijke en onpartijdige rechterlijke macht te waarborgen;

Supports the Council and the Commission in their stance against the ongoing human rights and democracy violations in Burma/Myanmar and the EU's commitment to attaining its stated objectives, namely to see the establishment of a legitimate, democratically elected civilian government which respects the human rights of its people and restores normal relations with the international community; urges the Commission and the Council to strengthen the EU's common position by adopting more effective and targeted sanctions in light of the reality that the situation in Burma/Myanmar continues to deteriorate; encourages the Council and the Commission – as part of the common position on Burma/Myanmar – to engage more proactively with Association of Southeast Asian Nations (ASEAN) countries and neighbouring states to urge them to use their influence responsibly so as to bring about positive change; calls for a proactive initiative to be taken by the UNHRC, which could take the form of a special session on this matter; encourages the Council and the Commission to urge China, India and other countries which continue to supply weaponry and other support to the military junta to desist from this and to join the international community in its efforts to bring about change for the better in Burma/Myanmar; notes the efforts made to date at UN Security Council level in recognition of the continuing humanitarian crisis; urges the Council and the Commission to seek a consensus with China, Russia and South Africa on a binding resolution, requiring meaningful tripartite dialogue between the State Peace and Development Council, the National League for Democracy and the ethnic nationalities, and the release of all political prisoners, including Aung San Suu Kyi;
