THE COUNCIL CALLS UPON THE COMMISSION 1. to facilitate industrial cooperation with the countries of Central and Eastern Europe by supporting the development of a climate and a regulatory framework favourable to enterprises and to inter- enterprise agreements; to that end, and in order to overcome barriers to industrial cooperation and to greater integration in the European economy, the following are deemed priorities: (a) increased support for those countries to improve the framework conditions for investment, and in particular transparency and legal security for investors, and the alignment of investment protection rules on those obtaining within the Community; (b) technical assistance for the countries of Central and Eastern Europe to take over the acquis communautaire on competition, which is a necessary condition for setting up an internal market and developing trade and industrial investment; (c) increased technical assistance to bring standards and conformity evaluation procedures into line with those in force within the Community, including environmental protection standards, in particular by encouraging the CCEE to join the relevant international standardization organizations; (d) a significant increase in the organization of round tables between Community and East European industrialists on technological and market trends to boost the development of industrial cooperation; (e) a special effort to strengthen scientific and technological cooperation, particularly in terms of the information society and to improve links between research and industrial development in those countries; 2. to promote cooperation between industrial operators by means of flanking and support measures for the implementation of projects, namely: (a) development of management training initiatives carried out in particular by Community industrial operators, notably for East European company executives; (b) increased support for feasibility and profitability studies of specific pr ...
DE RAAD VERZOEKT DE COMMISSIE 1. de industriële samenwerking met de landen van Midden- en Oost-Europa te vergemakkelijken, door haar steun te verlenen aan de ontwikkeling van een klimaat en een bestuursrechtelijk kader waarbinnen ondernemingen en overeenkomsten tussen ondernemingen kunnen gedijen ; met het oog daarop, en om de belemmeringen voor industriële samenwerking en nauwere integratie met de Europese economie weg te nemen, wordt voorrang gegeven aan : a) meer steun voor het verbeteren door deze landen van de raamvoorwaarden voor het toelaten van investeringen, met name de doorzichtigheid en de rechtszekerheid voor investeerders, het aanpassen van de voorschriften inzake investeringsbescherming aan die in de landen van de Gemeenschap ; b) technische bijstand bij het overnemen door de landen van Midden- en Oost-Europa van het acquis communautaire inzake mededinging, hetgeen een noodzakelijke voorwaarde is voor de totstandbrenging van een interne markt en voor de ontwikkeling van het handelsverkeer en van industriële investeringen ; c) intensivering van de technische bijstand bij de aanpassing van normen en conformiteitsbeoordelingen aan die in de Gemeenschap, met inbegrip van de normen op het gebied van milieubescherming, met name door de toetreding van de LMOE tot de betrokken internationale organisaties voor normalisatie aan te moedigen ; d) een significante ontwikkeling van rondetafelgesprekken tussen industriëlen uit de Gemeenschap en de LMOE, met name over de evolutie van technologieën en afzetmarkten, ten einde tot een betere ontwikkeling van de industriële samenwerking te komen ; e) een bijzondere inspanning ter versterking van de wetenschappelijke en technische samenwerking, met name in het vooruitzicht van de informatiemaatschappij, alsmede ter verbetering van de betrekkingen tussen onderzoek en industriële ontwikkeling in die landen ; 2. de samenwerking tussen industriële bedrijven te stimuleren door middel van begeleidende en ondersteunende act ...
