Welcomes the decision by the EIB to join the EBRD and the World Bank Group in the joint action plan by the international institutions to step up support for SMEs in Central and Eastern Europe during the period 2009-2010; notes that by fulfilling its commitments under this plan (doubling the resources normally made available to SMEs in the region), the EIB met its target well ahead of schedule and a 25 % increase, corresponding to EUR 14 billion, was recorded in EIB lending activity at the end of 2010; calls on the EIB to continue its close cooperation with banks in this region in supporting SMEs;

The regional cooperation under this Regulation builds on existing regional cooperation involving natural gas undertakings, Member States and national regulatory authorities to enhance, among other objectives, the security of supply and the integration of the internal energy market, such as the three regional gas markets under the Gas Regional Initiative, the Gas Platform, the High Level Group of the Baltic Energy Market Interconnection Plan, and the Security of Supply Coordination Group of the Energy Community.

On 6 November 2009, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertakings Ontario Teachers' Pension Plan Board (‘OTPP’, Canada) and Macquarie European Infrastructure Fund L.P (‘MEIF’, Guernsey), which forms part of the Macquarie Group (‘Macquarie’, Australia), acquire within the meaning of Article 3(1)(b) of the Regulation joint control of the undertaking Bristol International Airport Limited (‘Bristol Airport’, UK) by way of purchase of shares.

Parliament likewise takes the view that the wider neighbourhood action plan (and hence the ‘European Territorial Cooperation’ objective of cohesion policy) and indeed the Union’s New Neighbourhood policy should be used not only to foster integration of the outermost regions into the surrounding geographical areas, but also to forge socio-economic and cultural ties with countries where there are emigrant communities from outermost regions or to which outermost regions are linked by traditional bonds (Venezuela, Brazil, the United States, South Africa, Canada, and Australia are among the countries in this category), as this would be in the interest of both sides.

Given the experience acquired in the field of rural development under the LEADER programme and the lessons that could be drawn from pilot projects on land-use planning implemented under the TERRA programme, it is proposed that a strategy be formulated designed to improve the integrated regional approach to mountain areas, taking into account the interaction between various decisionmaking levels (vertical integration) and in particular that a seminar should be held on 'mountain regions and land-use planning'; a communication from the Commission to the Council on EU mountain regions should be drawn up, extending and adapting to mountain regions the method applied to coastal areas as set out in the Commission communication to the Council and the European Parliament on the integrated management of coastal zones; on the basis of that communication, a Community action plan for mountain areas should be drawn up and submitted to the Council for approval, grouping together horizontally a package of measures which could be carried out by the Union under different Community regulations, programmes and initiatives.
Gezien de ervaring die via het LEADER-programma op het gebied van plattelandsontwikkeling is opgedaan en de lering die getrokken kan worden uit de modelprojecten inzake ruimtelijke ordening in het kader van het TERRA-programma, wordt voorgesteld een strategie uit te stippelen strekkende tot een betere geïntegreerde, territoriale beleidsaanpak voor de berggebieden, daarbij rekening te houden met de interactie tussen de diverse besluitvormingsniveaus (verticale integratie) en met name studiedagen over het thema "berggebieden en ruimtelijke ordening" te organiseren; een "mededeling van de Commissie aan de Raad over de berggebieden van de EU" op te stellen en tegelijk de op de kustgebieden toegepaste methode als uiteengezet in de "mededeling van de Commissie aan de Raad en het Europees Parlement inzake de geïntegreerde inrichting van de kustgebieden" uit te breiden tot en aan te passen aan de berggebieden; op basis van deze mededeling aan de Raad ter goedkeuring voor te leggen een "communautair actieplan voor de berggebieden" met een lijst van acties die de Unie via diverse verordeningen, programma's en communautaire initiatieven zou kunnen voeren.
