58. verlangt dat de Commissie in samenwerking met de lidstaten maatregelen neemt om ook op de markt voor tweedehands auto's een hoge mate van consumentenbescherming, transparantie en veiligheid te garanderen, en ernaar toewerkt dat vervuilende en minder veilige voertuigen geleidelijk uit het verkeer verdwijnen; steunt de aanbeveling van de Commissie om in de verordening betreffende de technische controle van motorvoertuigen de verplichting op te nemen dat bij iedere controle de kilometerstand wordt geregistreerd; is van mening dat de overname van initiatieven zoals de Belgische „Car Pass”-regeling kan worden gestimuleerd door middel van een Europese norm; merkt op dat de herregistratieprocedures bij overdracht van voertuigen er tevens toe moeten dienen om grensoverschrijdende kilometerstandfraude tegen te gaan;

Although Regulation (EC) No 715/2007 does not cover passenger cars with a reference mass exceeding 2 610 kg and to which type approval is not extended in accordance with Article 2(2) of Regulation (EC) No 715/2007, the emissions for these cars should be measured in accordance with the same measurement procedure as specified for passenger cars in Regulation (EC) No 692/2008 .

In particular, the Commission should be empowered to amend the monitoring and reporting requirements in the light of the experience of the application of this Regulation, to establish methods for the collection of excess emissions premiums, to adopt detailed provisions concerning the derogation for certain manufacturers, and to adapt Annex I to take account of the evolution of the mass of new passenger cars registered in the Community and to reflect any change in the regulatory test procedure for the measurement of specific emissions of CO. Since those measures are of general scope and are designed to amend non-essential elements of this Regulation, inter alia, by supplementing it with new non-essential elements, they must be adopted in accordance with the regulatory procedure with scrutiny provided for in Article 5a of Decision 1999/468/EC.
In het bijzonder moet de Commissie de bevoegdheid worden gegeven om de monitorings- en rapporteringsvereisten te wijzigen in het licht van de ervaring die wordt opgedaan met de toepassing van deze verordening, om methoden voor de inning van de bijdragen voor overtollige emissies vast te stellen en om gedetailleerde bepalingen vast te stellen betreffende de afwijking voor bepaalde fabrikanten en ter aanpassing van bijlage I teneinde de evolutie van de massa van nieuwe personenauto's geregistreerd in de Gemeenschap in aanmerking te nemen en om de aanpassing van elke verandering in de regelgevingsprocedure met toetsing voor de meting van specifieke CO-emissies weer te geven. Daar het maatregelen van algemene strekking betreft, tot wijziging van niet-essentiële onderdelen van deze verordening, onder meer door haar aan te vullen met nieuwe niet-essentiële onderdelen, moeten zij worden vastgesteld volgens de in artikel 5 bis van Besluit 1999/468/EG bepaalde regelgevingsprocedure met toetsing.

Calls on the Commission to propose measures guaranteeing a registration procedure which will allow easier cross-border sales, especially for used cars; endorses the Commission's views on procedures for the registration of motor vehicles and the problems that some national rules present for the functioning of the internal market; notes the impact of these national rules on economic sectors such as vehicle leasing and rental; calls on the Member States to implement the necessary changes to their rules as soon as possible;
