The Council urged the Russian government to observe its commitments under international humanitarian law to avoid civilian casualities and to keep the Chechen-Ingush border open in order to ensure access to safety for internally displaced persons.
De Raad dringt er bij de Russische regering op aan zich te houden aan haar uit het internationale humanitaire recht voortvloeiende verplichtingen om burgerslachtoffers te voorkomen, en de grens tussen Tsjetsjenië en Ingoesjië open te houden, zodat de in eigen land ontheemde personen zich in veiligheid kunnen brengen.
