RECOGNIZING the advances in the Central American economic integration process, such as for example, the efforts towards a prompt establishment of a Central American Customs Union, the entry into effect of the Trade Dispute Settlement Mechanism, the signing of the Central American Treaty on Investment and Trade in Services; as well as the need to deepen the process of regional integration, regional trade liberalization and economic reform within the Central American region;

A Joint Consultative Committee, consisting of representatives of the Consultative Committee of the Central American Integration System (CC-SICA) and the European Economic and Social Committee (EESC), shall be established in order to assist the Joint Committee to promote dialogue with economic and social organizations of civil society.

The Parties agree that the objective of cooperation in this field shall be to strengthen modernization and professionalisation of public administration in Central American countries, including supporting the process of decentralization and organizational changes resulting from the process of Central American integration.

This includes a project for "Harmonisation of Technical Standards, Technical Regulations and Conformity Assessment Procedures", aimed at facilitating the free circulation of goods between Mercosur member countries, and between Mercosur and the European Union; a trade- related technical assistance programme to support the process of the creation the Common Andean Market; and a programme supporting the Central American integration whose specific objective is to increase the capacity of the Central American Integration System (SICA) and of civil society to strengthen and deepen the process of integration and co-operation.

(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).
(16) Gezien de werkingssfeer van deze verordening, dienen derhalve te worden gewijzigd: Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp ten gunste van bepaalde landen in Midden- en Oost-Europa(7), Besluit 97/256/EG van de Raad van 14 april 1997 tot verlening van een garantie van de Gemeenschap voor verliezen van de Europese Investeringsbank op leningen voor projecten buiten de Gemeenschap (landen in Midden- en Oost-Europa, mediterrane landen, landen in Azië en Latijns-Amerika, Zuid-Afrika, de Voormalige Joegoslavische Republiek Macedonië, en Bosnië-Herzegovina)(8), Besluit 1999/311/EG van de Raad van 29 april 1999 tot goedkeuring van de derde fase van het trans-Europees Mobiliteitsprogramma voor hoger onderwijs (Tempus III) (2000-2006)(9), en Verordening (EEG) nr. 1360/90 van de Raad van 7 mei 1990 tot oprichting van een Europese Stichting voor opleiding(10).
