Parliament’s Committee on Economic and Monetary Affairs is extremely concerned about the lack of progress in Council on a number of legislative files in the area of financial services, on some of which (e.g. Deposit Guarantee Schemes, Investor Compensation Schemes, MiFID II, Central Securities Depositories) Parliament adopted its position or a mandate for negotiations a long time ago.

Highlighting the integrative and unifying character of the strategy, expresses its conviction that the Danube Strategy, if supported by a strong political commitment of the Member States as well as regional and local authorities, could represent a significant contribution to overcoming past divisions in Europe and thus fulfilling the vision of EU integration and to the overall success and the efficiency of the European recovery strategy after the recent years of economic and financial crisis, giving a new impetus to sustainable growth at local, regional, national, transnational and European level, not only within the limits of Central and South-Eastern Europe, but also in a much wider geographical context;

Calls on the Commission to produce a clear analysis of the impact of the rescue package on the competitiveness of the financial sector and the functioning of the interbank market; calls on the Commission to establish interdisciplinary teams, including expertise from the Commission Directorates General for Competition, Economic and Financial Affairs, and Internal Market and Services, the three Level 3 supervisory committees, and the European System of Central Banks, in order to pool knowledge and know how and to ensure that there will be balanced impartial high-quality and timely judgements across the Member States;

The European Commission does not participate in the formal procedure for selecting and appointing members of the Governing Council of the European Central Bank, but it has been lucky enough to work with and know Mr Bini Smaghi for a long time in his role as a highly qualified and very experienced economist in the Banca d'Italia and in his work within the Italian administration and also within the context of his very active participation in the Economic and Financial Committee, within which, until he was appointed as a member of the Executive Board and of the Governing Council of the European Central Bank, he has been chairman of the subcommittee on monetary and financial affairs.

MEETING WITH THE MINISTERS FOR ECONOMIC AND FINANCIAL AFFAIRS OF THE ASSOCIATED COUNTRIES OF CENTRAL AND EASTERN EUROPE The Council began preparations for the meeting with the Ministers for Finance of the CEEC.
BIJEENKOMST MET DE MINISTERS VAN ECONOMIE EN FINANCIEN VAN DE GEASSOCIEERDE LMOE De Raad is begonnen met de voorbereiding van de bijeenkomst met de Ministers van Financiën van de LMOE.

The proposals are grouped around a number of themes: A: Creating the framework for a deepening relationship through the development of a structure which would include joint meetings at ministerial level on a wide variety of issues of common interest B: Creating a legal and institutional environment, notably in competition, state aids and the approximation of laws, that will enable central and eastern Europe to meet the obligations of membership C: enhancing trade, notably by moving to full cumulation of rules of origin and by aligning the market-opening timetable for Bulgaria and Romania with the earlier timetable of the other four associated countries D: encouraging macro-economic and structural change, and cooperation in other areas, for example by promoting inward investment and by cooperating on the environment, regional development, social policy and cultural affairs E: Offering EU assistance to integration and reform, above all by enabling Phare to further develop multi-annual programming and to make a sustained financial commitment to supporting investment and infrastructure development A: Creating the framework for a deepening relationship The EU and the associated countries need to meet more regularly at all levels in areas covered by all three 'pillars', namely traditional EC policy, foreign and security policy and justice and home affairs.
