The Commission has carried out its assessment of the unit rates with the support of the Performance Review Body, which is charged with assisting the Commission in the implementation of the performance scheme pursuant to Article 3 of Implementing Regulation (EU) No 390/2013, and Eurocontrol's Central Route Charges Office, using the data and additional information provided by the Member States by 1 June 2014 as well as relevant information submitted as part of the performance plans.

Urges Belarus to continue to cooperate with the Office for Democratic Institutions and Human Rights at the Organisation for Security and Cooperation in Europe (OSCE/ODIHR) on the electoral code; expects that the changes to the electoral code agreed with experts from the OSCE/ODIHR, which, according to Lidziya Yarmoshyna, the Head of the Belarusian Central Electoral Commission, 'will meet European standards' and which have already been accepted by the Belarusian Government, will be adopted in the Belarusian House of Representatives during the current autumn session and will enter into force before the local elections planned for spring 2010;

Requests therefore that the Commission take much greater account of other criteria (such as those proposed by the ECA), rather than solely considering the CV of the team leader expert; suggests that this could be done, for example, by creating a database, compatible with legal requirements, of firms which fail to provide the proposed expert, which should in turn prevent them from participating in procurement for a specified period; notes that the Commission has adopted Regulation (EC, Euratom) No 1302/2008 of 17 December 2008 on the central exclusion database and Decision 2008/969/EC, Euratom of 16 December 2008 on the Early Warning System for the use of authorising officers of the Commission and the executive agencies, but that these new instruments do not make it possible to exclude firms on this basis; further notes that these aspects are part of the Work Plan (Axis 3, Actions 13-15), and calls on the Commission to apply the related actions immediately;

Some of these bodies are newly established, e.g., the European Central Bank, or work in extremely specialised fields, and/or have a very small number of staff, making it difficult for them to establish detailed plans to implement its provisions (for example the European Monitoring Centre on Racism and Xenophobia, the Office for the Harmonisation of the Internal Market, the Community Plant Varieties Office).

The project will provide technical assistance to the Budget Office to assist with domestic resource management and budget planning, to the NAO's office to help manage external aid resources, and to the Central Statistics Office to analyse the social impact of adjustment policies and to assess the medium-term implications of current economic decisions, with the help of a macroeconomic model.
