20. Approves the holding of regular regional EU-Central Asia summits and calls for consideration to be given to the possible future establishment of an EU-Central Asia ad hoc parliamentary forum in the framework of the existing Parliamentary Cooperation Committees and interparliamentary meetings with Central Asian countries as a means of assessing, and contributing to the contents of, the summit talks; underlines the importance of regular bilateral and multilateral parliamentary cooperation; regards the Partnership and Cooperation Agreements as the institutional basis for an enhanced exchange among parliamentarians, providing mutual understanding and respect; therefore supports PCAs with all five Central Asian countries; stresses the importance of the European Parliament's more active engagement in monitoring negotiations on partnership agreements with the Central Asian countries and in the implementation of the existing ones;

Stresses the importance of stepping up regional cooperation, particularly in the areas of combating terrorism and extremism, combating human trafficking, and water management; takes the view that the limited achievements of the Central Asian states in relation to governance and regional cooperation are significant reasons for the unfavourable political, social and economic situation and for the limited achievements of development cooperation in those states; therefore invites the Commission to give the Central Asian states technical aid, to share its skills and to serve as an intermediary to promote mutual dialogue, helping them to improve their levels of governance and enhance their regional cooperation; calls on the Commission to monitor this process on an ongoing basis;
4. benadrukt het belang van intensievere regionale samenwerking, vooral met het oog op de bestrijding van terrorisme, extremisme en illegale mensenhandel, en op het gebied van waterbeheer; meent dat de beperkte prestaties van de Centraal-Aziatische staten op het gebied van bestuur en regionale samenwerking een belangrijke oorzaak zijn van hun ongunstige politieke, sociale en economische situatie en van de geringe resultaten van ontwikkelingssamenwerking aldaar; moedigt de Commissie daarom aan deze staten technische hulp te bieden, praktische kennis met hen uit te wisselen en te bemiddelen bij het stimuleren van een onderlinge dialoog om hen te helpen hun bestuur te verbeteren en hun regionale samenwerking uit te breiden; verzoekt de Commissie voortdurend toezicht te houden op dit proces;

Taking into account the experience gained through INTAS and building on its work in the framework of cooperation with the Eastern European and Central Asian countries, activities providing continuity will be undertaken through this programme and the ‘Cooperation’ and ‘People’ programmes.

This cooperation is part of the Parties' joint determination to combat the threats arising from counterfeiting of the euro and to play a central role in this fight; and in this context they cooperate, within their respective competencies, with the national central banks (NCBs) of the European System of Central Banks (ESCB), the Europol National Units, the National Analysis Centres, the Coin National Analysis Centres, the European Technical and Scientific Centre, the European Commission and other national and European authorities and international organisations.
Deze overeenkomst is het resultaat van de gezamenlijke vastbeslotenheid van de partijen om het hoofd te bieden aan de bedreigingen die voortvloeien uit namaak van de euro, en om in deze strijd een centrale rol te spelen. (16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).
(16) Gezien de werkingssfeer van deze verordening, dienen derhalve te worden gewijzigd: Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp ten gunste van bepaalde landen in Midden- en Oost-Europa(7), Besluit 97/256/EG van de Raad van 14 april 1997 tot verlening van een garantie van de Gemeenschap voor verliezen van de Europese Investeringsbank op leningen voor projecten buiten de Gemeenschap (landen in Midden- en Oost-Europa, mediterrane landen, landen in Azië en Latijns-Amerika, Zuid-Afrika, de Voormalige Joegoslavische Republiek Macedonië, en Bosnië-Herzegovina)(8), Besluit 1999/311/EG van de Raad van 29 april 1999 tot goedkeuring van de derde fase van het trans-Europees Mobiliteitsprogramma voor hoger onderwijs (Tempus III) (2000-2006)(9), en Verordening (EEG) nr. 1360/90 van de Raad van 7 mei 1990 tot oprichting van een Europese Stichting voor opleiding(10).
