2. Deplores the fact that the VNP has also become one of the most dangerous places in the world when it comes to wildlife conservation; notes with deep concern that armed groups have been involved in illegal exploitation of the park’s natural resources through mining activities and charcoal production used both to sustain their military operations and for personal gain; deplores, also, the fact that armed groups have been involved in large-scale poaching for food purposes and for war-sustaining trade in ivory and bush meat; notes with concern, furthermore, that poor discipline, irregular pay and lack of food have resulted in military personnel becoming increasingly involved in illegal activities, including artisanal mining, charcoal production and wildlife poaching; notes that while the park is an area of great wilderness, its two million acres (790 000 hectares) have huge protection problems, especially with limited government funding; notes that on 15 April 2014 the Chief Warden of the Park, Belgian Prince Emmanuel de Merode, was seriously injured by three gunmen and that more than 140 rangers have been killed in the park on active service in the past decade;
2. betreurt dat het VNP ook tot een van de gevaarlijkste plaatsen ter wereld is geworden waar het gaat om natuurbescherming (voornamelijk dieren in het wild); stelt met grote bezorgdheid vast dat gewapende groepen betrokken zijn bij de illegale exploitatie van de natuurlijke rijkdommen van het park en dat ze door grondstoffendelving en houtskoolwinning enerzijds hun militaire activiteiten financieren en anderzijds zich persoonlijk verrijken; betreurt ook dat gewapende groepen zich op grote schaal met stroperij bezighouden voor voeding en voor de handel in ivoor en bushmeat, waarmee de oorlog wordt gefinancierd; stelt daarnaast met bezorgdheid vast dat militairen zich door een gebrek aan discipline, onregelmatige uitbetaling van lonen en voedseltekort ook steeds meer inlaten met illegale activiteiten, zoals ambachtelijke mijnbouw, houtskoolwinning en stroperij; overwegende dat het park gekenmerkt wordt door veel ongerepte natuur en het zeer moeilijk is om het oppervlak van 790 000 hectare te beschermen, vooral gezien het feit dat de regering hiervoor slechts in beperkte mate financiële middelen uittrekt; overwegende dat de hoofdopzichter van het park, de Belgische prins Emmanuel de Merode, op 15 april 2014 door drie schutters ernstig werd verwond, en dat de afgelopen tien jaar meer dan 140 opzichters in actieve dienst in het park om het leven zijn gebracht;

L. whereas violent conflict has taken place in and around the VNP for over two decades; whereas illegal mining, illegal exploitation of its natural resources (timber, charcoal, etc.) and poaching of endangered animals, as well as other illegal trade in natural resources in particular, have funded both the rebels and the official army forces, while exploration and exploitation of potential oil reserves will most likely fuel further violence and serious breaches of human rights and generate pollution in the area;
L. overwegende dat in en rond het VNP meer dan twintig jaar lang gewelddadige conflicten hebben gewoed; overwegende dat zowel de rebellen, als het reguliere leger zich hebben gefinancierd met de opbrengsten van illegale mijnbouw, de illegale exploitatie van de natuurlijke hulpbronnen (hout, kolen, enz.) en het stropen van bedreigde diersoorten, alsmede de illegale handel in andere natuurlijke hulpbronnen, en dat de exploratie en winning van mogelijke oliereserves hoogst waarschijnlijk tot nog meer geweld en ernstige schendingen van de mensenrechten en tot vervuiling in het gebied zullen leiden;

47. Calls for the exploitation of the best eco-innovations to be promoted, particularly in developing countries where, for example, a more effective process for charcoal production, composting toilets, use of renewable energy sources, water purification systems and numerous other innovations can, significantly and at a relatively low cost, improve quality of life, enhance health and promote sustainable entrepreneurship and employment;
47. dringt erop aan de toepassing van de beste eco-innovaties te bevorderen, in het bijzonder in de ontwikkelingslanden, waar bijvoorbeeld een effectiever proces voor de productie van houtskool, composttoiletten, het gebruik van hernieuwbare energiebronnen, waterzuiveringssystemen en tal van andere innovaties in aanzienlijke mate en tegen relatief lage kosten kunnen bijdragen tot de verbetering van de levenskwaliteit en van de volksgezondheid en de bevordering van duurzaam ondernemerschap en duurzame werkgelegenheid;
