From the perspective of Europe’s citizens, a simplification and clarification of Community law contributes to greater legal certainty and, in my opinion, the codification carried out in the directive is therefore a step in the right direction, leading to the effective application of positive law.

Calls on the Commission to provide practical solutions to the problems in accessing and using Community law in force; believes that a comprehensive and systematic codification is needed, which would enable the laws in force to be found easily, and would enable them to be continuously kept up to date; points out that this could initially be achieved by identifying and removing those laws which have been expressly or indirectly repealed; believes this to be of particular importance in a legal system like the European one in which the majority of existing legislative acts are amendments of previous ones; points out that there is already an interinstitutional agreement governing codification which would permit an accelerated procedure;
