Pledge to work to see that the issue of forest crime is given significant attention in future international fora, including by the World Summit on Sustainable Development (WSSD) and the United Nations Forum on Forests, and by the member organisations of the Collaborative Partnership on Forests.

To underpin these actions, the Commission will mobilise funding under the Erasmus+ and Creative Europe programmes, inter alia by increased support to mobility of teachers and youth workers, youth exchanges and volunteering, strategic partnerships in the field of education and youth policy, transnational networks, school cooperation platforms, joint projects on citizenship education, and collaborative partnerships in sport.

Collaborative partnerships between academia and industry or private and public funded research organisations have emerged as a critical imperative necessary to sustain transfer of knowledge and innovation but it is still unclear how to structure such relationships, let alone how to exchange personnel or to promote common training programmes.

RECALLING its earlier conclusions on the international forest policy dialogue, including the Council Conclusions adopted on 26 April 2005 on the future of the International Arrangement on Forests (IAF), consisting of the United Nations Forum on Forests (UNFF) and the Collaborative Partnership on Forests (CPF);

While resources for such learning may be limited, scope for it may be increased in various ways, for instance by means of bilateral agreements with the countries concerned and collaborative partnerships with the relevant local communities, or by making use of new technologies, for instance, to establish internet contacts or develop e-twinning initiatives.

Recognising that, since 1992, the international forest policy dialogue has been facilitated by the Intergovernmental Panel on Forests (IPF), the Intergovernmental Forum on Forests (IFF) and, since the creation of the International Arrangement on Forests (IAF) in 2000, by the United Nations Forum on Forests (UNFF), which have made valuable contributions towards building consensus on a large number of elements of forest policy and SFM in particular, most notably through the IPF/IFF Proposals for Action and the inception of the Collaborative Partnership on Forests (CPF); also noting the contribution made to international forest policy by other forest related processes and agreements;

Erkennend dat de dialoog over internationaal bosbouwbeleid sedert 1992 is gefaciliteerd door het Intergouvernementeel Panel inzake bossen (IPF), het Intergouvernementeel Bossenforum (IFF) en, sinds de totstandkoming in 2000 van de internationale regeling inzake bossen (IAF), door het Bossenforum van de Verenigde Naties (UNFF), die alle een waardevolle bijdrage hebben geleverd aan de totstandbrenging van een consensus over een groot aantal elementen van het bosbouwbeleid en met name het duurzame bosbeheer, in het bijzonder door middel van de actievoorstellen van het IPF/IFF en de start van het Samenwerkingspartnerschap inzake bossen (CPF); tevens nota nemend van de bijdrage die aan het internationale bosbouwbeleid is geleverd in het kader van andere bosbouwgerelateerde processen en overeenkomsten;

EMPHASIZES that when defining the actors, timeframes, targets and priorities, the revised work programme should take into account inter alia the lessons learnt and relevant elements from the existing CBD Work Programme on Forests as well as proposals for actions from the Intergovernmental Panel on Forests/Intergovernmental Forum on Forests, the work of the United Nations Forum on Forests (UNFF), including its Multi-Year Programme of Work (MYPOW) and Plan of Action (PoA), and the actions of the Collaborative Partnership on Forests (CPF) and its member organisations, as well as the outcomes of UNFF 2, and its High Level Segment;

3. Emphasises the importance of the HLMS as the first opportunity for Ministers responsible for forests to meet in the UNFF context and to engage in a dialogue with Collaborative Partnership on Forests (CPF) organisations and other stakeholders.

The Council welcomes the ECOSOC Resolution E/2000/L.35, which sets out the goals, objectives and principal functions of the international arrangement on forests and establishes the United Nations Forum on Forests (UNFF) and calls for the formation of a Collaborative Partnership on Forests (CPF) between the relevant organisations of the United Nations system and other relevant international and regional organisations, institutions and instruments.

De Raad verheugt zich over ECOSOC-resolutie E/2000/L.35 waarin de oogmerken, doelstellingen en hoofdfuncties van de Internationale regeling inzake bossen zijn vastgesteld en die voorziet in de oprichting van het VN-Bossenforum (UNFF) en hij roept op tot de instelling van een Samenwerkingspartnerschap inzake bossen (CPF) tussen de terzake bevoegde organisaties van de Verenigde Naties en andere relevante internationale en regionale organisaties, instellingen en instrumenten.

2. In the context of Article 4, the Commission shall collaborate with ICP Forests to meet obligations set out in the framework of the Convention on Long-range Transboundary Air Pollution.
