B. overwegende dat de verbanden tussen enerzijds de handel en anderzijds de armoedebestrijding en ontwikkeling uiterst complex van aard zijn en afhangen van specifieke omstandigheden waarbij dikwijls vele factoren een rol spelen, zoals de omvang van de binnenlandse markt, de beschikbaarheid van natuurlijke hulpbronnen, de afstanden en de fysische omstandigheden, maar vooral ook van de al dan niet bevorderlijke wisselwerking tussen het interne beleid en de externe handel,
