These projects must involve operators from at least three States participating in the Culture 2000 programme, on the basis of priorities defined after consultation of the Committee referred to in Article 5, without prejudice to offering the associated countries participation in the programme in accordance with the procedures envisaged in Article 7.

Subject to the results of consultations with the Advisory Committee on Cultural Goods, article 7(1) of the Directive could be amended to extend the time limit for bringing proceedings to three years after the requesting Member State becomes aware of the location of the cultural object and of the identity of its possessor or holder.
