5. Where appropriate, economic cooperation and other forms of cooperation provided for in this Agreement may be supported by technical assistance from the Community, taking into account the Community’s relevant Council Regulation applicable to technical assistance in the Independent States, the agreed priorities in the indicative programme for Community technical assistance to Central Asia and its application in the Republic of Tajikistan and its established coordination and implementation procedures.
5. In voorkomend geval kunnen de economische samenwerking en de andere vormen van samenwerking waarin deze overeenkomst voorziet, worden ondersteund met technische bijstand van de Gemeenschap, rekening houdend met de op de technische bijstand aan de Onafhankelijke Staten betrekking hebbende verordening van de Raad van de Europese Unie, de prioriteiten die zijn overeengekomen in het kader van het indicatieve programma voor de technische bijstand van de Gemeenschap aan Centraal-Azië en de toepassing daarvan in de Republiek Tadzjikistan, en de vastgestelde coördinatie- en tenuitvoerleggingsprocedures.

Recital 9 of the proposed codification should thus read as follows: ‘National metrological rules cover numerous categories of measuring instruments and products. This Directive should lay down the general provisions dealing, in particular, with EC pattern approval and initial verification procedures, as well as EC methods of metrological control. Believes that Member States' laws providing for the wide-scale retention of data related to citizens' communications for law-enforcement purposes are not in full conformity with the European Convention on Human Rights and the related case-law, since they constitute an interference with the right to privacy and fall short of the requirements of: being authorised by the judiciary on a case-by-case basis and for a limited duration, distinguishing between categories of people that could be subject to surveillance, respecting confidentiality of protected communications (such as lawyer-client communications), and specifying the nature of the crimes or the circumstances that authorise such an interference; believes, furthermore, that serious doubts arise as to their necessity within a democratic society and - as specified by Article 15 of Directive 2002/58/EC - as to their appropriateness and proportionality;

The notification procedure does not apply to technical regulations that are an integral transposition of an international or European standard - in which case the Commission should simply be informed - nor to national regulations on Community technical specifications or to other provisions of Community law.
