The regulation applies, pursuant to Article 1, to the design, production, maintenance and operation of aeronautical products and to personnel and organisations involved in design and maintenance, to personnel involved in the operation of aircraft, to the design and maintenance of airports and the relevant personnel, and lastly, to the ATM/ANS air traffic management and air navigation services (air traffic services, aviation meteorological services, aviation information services, communication, navigation and surveillance services).

(13) The provision of communication, navigation and surveillance services, as well as meteorological, airspace design and aeronautical information services, together with services formatting and delivering data to general air traffic, could be organised under market conditions whilst taking into account the special features of such services, ensuring a high level of safety and reducing climate impact .
(13) De verlening van communicatie-, navigatie- en surveillancediensten en van meteorologische diensten, diensten voor het ontwerpen van het luchtruim en luchtvaartinlichtingendiensten, samen met diensten die gegevens formatteren en aan het algemeen luchtvaartverkeer verstrekken, kan worden georganiseerd onder marktvoorwaarden, met inachtneming van de bijzondere kenmerken van deze diensten, terwijl een hoog veiligheidsniveau wordt gehandhaafd en de klimaateffecten worden verminderd .

‘CNS, MET and AIS services’ means communication, navigation and surveillance services, meteorological services for air navigation and aeronautical information services.
13) „CNS-, MET- en AIS-diensten”: communicatie-, navigatie- en surveillancediensten, meteorologische diensten voor luchtvaartnavigatie en luchtvaartinformatiediensten.

Providers of communication, navigation or surveillance services shall be able to demonstrate that their working methods and operating procedures are compliant with the standards of Annex 10 on aeronautical telecommunications to the Convention on International Civil Aviation in the following versions as far as they are relevant for the provision of communication, navigation or surveillance services in the airspace concerned:

A provider of communication, navigation or surveillance services shall be able to demonstrate that its working methods and operating procedures are compliant with the standards of Annex 10 on aeronautical telecommunications to the Convention on International Civil Aviation (Volume I: 5th edition, July 1996; Volume II: 6th edition, October 2001; Volume III: 1st edition, July 1995; Volume IV: 3rd edition, July 2002; Volume V: 2nd edition, July 2001 including all amendments up to No 79) as far as they are relevant for the provision of communication, navigation or surveillance services in the airspace concerned.

(13) De verlening van communicatie-, navigatie- en plaatsbepalingsdiensten en van luchtvaartinlichtingendiensten dient te worden georganiseerd onder marktvoorwaarden, met inachtneming van de bijzondere kenmerken van deze diensten en onder handhaving van een hoog veiligheidsniveau.

(g) ‘ancillary services’ means communication, navigation and surveillance services as further defined in Annex I;
(g) "nevendiensten", communicatie-, navigatie- en bewakingsdiensten, zoals nader omschreven in bijlage I van deze verordening;
