Regulation (EC) No 450/2008 of the European Parliament and of the Council of 23 April 2008 laying down the Community Customs Code (Modernised Customs Code) (3) is intended to replace Council Regulation (EEC) No 2913/92 of 12 October 1992 establishing the Community Customs Code (4).

Progress in European integration and the resulting changes in customs clearance, including single authorisations for the use of the simplified declaration or the local clearance procedure, as well as centralised clearance, which will emanate from the current process of modernisation of the Customs Code as laid down in Regulation (EC) No 450/2008 of the European Parliament and of the Council of 23 April 2008 laying down the Community Customs Code (Modernised Customs Code) (hereinafter referred to as the Modernised Customs Code) warrant a number of changes.

It is advisable, in the interests both of economic operators and of the customs authorities in the Community, to assemble current customs legislation in a Community Customs Code (hereinafter referred to as the Code).

1. This Regulation establishes the Community Customs Code, hereinafter referred to as ‘the Code’, laying down the general rules and procedures applicable to goods brought into or out of the customs territory of the Community.
1. Bij deze verordening wordt het communautair douanewetboek vastgesteld, hierna „het wetboek” genoemd, houdende de algemene voorschriften en procedures betreffende goederen die het douanegebied van de Gemeenschap binnenkomen of verlaten.

In view of the increased security-related measures introduced into the Code under Regulation (EC) No 648/2005 of the European Parliament and of the Council of 13 April 2005 amending Council Regulation (EEC) No 2913/92 establishing the Community Customs Code (6), the placing of goods into free zones should become a customs procedure and the goods should be subject to customs controls at entry and with regard to records.
Gelet op de toegenomen veiligheidsgerelateerde maatregelen die bij Verordening (EG) nr. 648/2005 van het Europees Parlement en de Raad van 13 april 2005 houdende wijziging van Verordening (EEG) nr. 2913/92 van de Raad tot vaststelling van het communautair douanewetboek (6) in het wetboek zijn opgenomen, dient de plaatsing van goederen in een vrije zone een douaneregeling te worden en dienen het binnenbrengen en de administratie van deze goederen aan douanecontroles te worden onderworpen.
