TRADUCTIONS EN CONTEXTE

The first fisheries partnership agreement with Greenland was established after its withdrawal from the EC in 1985, on the basis that the Community could retain its traditional fishing rights by paying an annual financial compensation in return.

(27) the regional variations in prices for some species are such that those species cannot yet be covered by the scheme to grant financial compensation to producer organisations; however, in order to foster greater market stability for the products concerned, with due account being taken of their characteristics and of the diversity of the circumstances pertaining to their production and marketing, such products should be covered by a Community price support scheme adapted to their specific features, based on the application of a withdrawal price fixed independently by producer organisations and the granting of flat-rate aid, on certain conditions, to such organisations for products that have been the subject of independent intervention;

However, the communication adds, albeit somewhat vaguely, that "withdrawals for destruction would have to be penalised and gradually restricted at levels below the current ceilings with compensation being scaled down and greater co-responsibility introduced over a period of several fishing years".

Whereas, in accordance with Article 2 (1) of Commission Regulation (EEC) No 3902/92 (3), as last amended by Regulation (EC) No 3515/93 (4), financial compensation may be granted to producers' organizations only if they apply, and ensure that their members comply with, the Community withdrawal price throughout the fishing year, when the products are first put up for sale, in accordance with the conditions laid down in Article 12 (1) (a) and (d) of Regulation (EEC) No 3759/92, hereinafter called the basic Regulation;

The objectives of this reform are as follows: - improved organization of Community supply by strengthening the role of producers' organizations in their capacity as commercial operators, together with stricter Community criteria for recognizing such organizations and the establishment of an operational fund cofinanced by the Community and intended, inter alia, both to finance measures to improve the quality of products and optimize their commercial value and to fix Community withdrawal compensation, pay compensation for products withdrawn from the market which do not benefit from Community withdrawal compensation and increase the prices obtained for products sold for processing, where necessary; - provide the option for those Member States who so desire of setting up a less cumbersome framework for interbranch organizations in this sector; - a new method of managing conjunctural surpluses by reducing withdrawal compensation to a non-profitable level and providing the option for producers' groups of complementing withdrawal compensation (see above); - specific solutions outside the general instruments of the common organization of the markets for problems which may arise for certain products whose economic importance is regional or local in scale; - stepping up control, particularly as regards the proper management of the operational fund by producers' organizations, respect for health and commercial quality standards and the correct operation of the entry price system, by means of coordinated and consistent work between the various relevant national and Community bodies, which should also result in a uniform and non-discriminatory application of these controls. - the setting up with Community financing of adjustment programmes over 5 years (transition period for a reduction in withdrawal compensation) intended to help producers' organizations to increase their commercial scale of operation and to make available to their members the appropriate technical means fo ...
