(4) Experience has shown that some third countries do not always implement and enforce international safety standards and that therefore, in order to improve transport safety in the Community, it is necessary for the monitoring of compliance with international standards to be ensured by the Community Member States themselves at their airports, in relation both to Community and to third-country aircraft .

(17) The courts competent for scrutinising full compliance with the minimum procedural standards should, if satisfied, issue a standardised European Enforcement Order certificate that makes that scrutiny and its result transparent.
