– having regard to its resolution of 11 October 2007 on the composition of the European Parliament ,

1. Submits to the European Council the annexed proposal for a decision of the European Council establishing the composition of the European Parliament for the 2014-2019 parliamentary term, on the basis of its right of initiative laid down in Article 14(2) TEU;

acknowledges that the composition of the Court of Appeal and the Court of First Instance should be multinational; considers as regards their composition that account should be taken of the existing court structures, while bearing in mind that the overriding objective is to ensure that the new court is genuinely unified; proposes, therefore, that the composition of the local divisions should become multinational as soon as possible but that reasoned exceptions to this general principle may be made after approval from the Administrative Committee during a transitional period of no more than five years, while it has to be ensured that the standard of quality and efficiency of the existing structures is not reduced; considers that the period of five years should be used for intensive training and preparation for the judges;

In particular, the certification of compliance with public health requirements as laid down in Regulation (EC) No 853/2004 should be provided for in this Regulation for the importation of the composite products containing processed meat products, of those composite products containing half or more of their substance of milk products or of processed fishery or egg products and of those composite products containing no processed meat products and less than half of their substance of processed milk products where the final products are not shelf-stable at ambient temperature or where they have not clearly undergone in their manufacture a complete cooking or heat treatment process throughout their substance, so that any raw product is not denatured.
Met name moet in deze verordening worden voorzien in een certificering van de naleving van de volksgezondheidsvoorschriften van Verordening (EG) nr. 853/2004 voor de invoer van samengestelde producten die verwerkte vleesproducten bevatten, samengestelde producten die voor minstens de helft bestaan uit zuivelproducten of verwerkte visserij- of eiproducten en samengestelde producten die geen verwerkte vleesproducten bevatten en die voor minder dan de helft bestaan uit zuivelproducten, waarbij de eindproducten niet houdbaar zijn bij omgevingstemperatuur of tijdens de vervaardiging duidelijk door en door geen volledig kook- of warmtebehandelingsproces hebben ondergaan, zodat rauwe producten niet gedenatureerd zijn.

1. Consignments of the following composite products introduced into the Union shall come from a third country or part thereof authorised for the introduction into the Union of consignments of the products of animal origin contained in those composite products and the products of animal origin used for the production of such composite products shall originate from establishments in compliance with Article 6.1(b) of Regulation (EC) No 853/2004:

The levels of potential public health risk vary depending on the product of animal origin which is included in the composite product, the percentage in which that product of animal origin is present in the composite product and the treatments applied to it as well as the shelf stability of the composite product.

14. Draws attention to the political connection between the proposed new distribution of seats in accordance with the principle of degressive proportionality and the overall reform package for the institutions of the Union, particularly the 'double majority' principle for the definition of a majority in the Council (Article [9c](4) of the Treaty on European Union as incorporated in the draft amending treaty) and the composition of the Commission (Article [9d](5) of the aforementioned treaty), and stresses the need for that package to be coherent while at the same time recognising the specific legal nature of each institution; agrees that, while the reform of majority voting in the Council and of the composition of the Commission should not enter into force until 2014, the new distribution of seats in the European Parliament should take effect in 2009; reserves the right, however, to assess its consent to the European Council decision pursuant to the aforementioned Article [9a] of the Treaty on European Union on the new distribution of seats in the European Parliament in the light of the reforms of the EU institutions as laid down in the amending treaty;

This composition is maintained for five minutes, after which the composition is changed, via a linear gradient in five minutes to the initial composition.
