Regrets that, as regards rescue and restructuring aid, the Commission continues to block the possibility of granting compensatory payments and operating aid, and therefore stresses the need to adopt immediate concrete measures to reduce the high instability of fuel prices for the industry, in particular by creating support measures related to their costs; requests, in this context, the creation of a guarantee fund with Community participation which will safeguard the stability of fuel prices and the granting of a transitional compensatory payment for fishing enterprises affected;
6. betreurt dat de Commissie in het kader van de reddings- en herstructureringssteun gekant blijft tegen de eventuele uitkering van een compensatievergoeding en van exploitatiesteun; bevestigt nogmaals dat het derhalve noodzakelijk is onmiddellijk concrete maatregelen te nemen om de hoge instabiliteit van de brandstofprijzen in de sector weg te nemen, onder andere met tegemoetkomingen in de brandstofkosten; verzoekt daartoe om de instelling van een garantiefonds, met cofinanciering van de Gemeenschap, teneinde de stabiliteit van de brandstofprijzen te garanderen, alsook om de toekenning van een voorlopige compensatievergoeding aan de visserijbedrijven in kwestie;

In terms of immediate measures, the rapporteur regrets the fact that the Commission continues to block the possibility of operating aid and concrete measures to reduce the high instability of fuel prices for the industry.
