3. erkent het belang van maatregelen tegen de klimaatverandering en tegen de potentiële bedreiging die ervan uitgaat voor de stabiliteit en de veiligheid, alsook het belang van klimaatdiplomatie in de aanloop naar de klimaatconferentie van Parijs; vraagt de Europese Dienst voor extern optreden (EDEO) het diplomatiek overleg over klimaatdoelstellingen te intensiveren teneinde steun te verwerven voor een alomvattende, ambitieuze, transparante, dynamische en juridisch bindende overeenkomst om de opwarming van de aarde tot 2°C te beperken; wijst, in overeenstemming met de klimaatverplichtingen en internationale verplichtingen en de beginselen van het UNFCCC, op het gewicht van de EU als belangrijke speler in de klimaatdiplomatie, en benadrukt dat zij met één stem moet spreken; vraagt in dit verband dat het overleg binnen Europa wordt geïntensiveerd teneinde met een gemeenschappelijk standpunt te komen, met name over de hoofdpunten van de onderhandelingen; vraagt de lidstaten hun standpunten ter zake te coördineren met die van de EU; onderstreept dat de EU en de lidstaten op het vlak van buitenlands beleid over enorme capaciteiten beschikken, op het vlak van klimaatdiplomatie leiderschap moeten tonen, en dit netwerk moeten benutten om overeenstemming te bereiken over de belangrijkste onderwerpen waarover in Parijs een akkoord moet worden gesloten, namelijk mitigatie, aanpassing, financiering, ontwikkeling en overdracht van technologie, transparantie van de maatregelen en de ondersteuning, en opbouw van capaciteit; vraagt de partijen die bij de milieuaspecten van EU-handelsbesprekingen, in het bijzonder de lopende onderhandelingen over het trans-Atlantisch partnerschap voor handel en investeringen (TTIP), betrokken zijn, rekening te houden met de conclusies van de klimaatconferentie van Parijs;

Calls on the Member States to follow the call of the 35th International Conference of Data Protection and Privacy Commissioners ‘to advocate the adoption of an additional protocol to Article17 of the International Covenant on Civil and Political Rights (ICCPR), which should be based on the standards that have been developed and endorsed by the International Conference and the provisions in the Human Rights Committee General Comment No 16 to the Covenant in order to create globally applicable standards for data protection and the protection of privacy in accordance with the rule of law’; calls on the Member States to include in this exercise a call for an international UN agency to be in charge of, in particular, monitoring the emergence of surveillance tools and regulating and investigating their uses; asks the High Representative/Vice-President of the Commission and the European External Action Service to take a proactive stance;
129. verzoekt de lidstaten gehoor te geven aan de oproep van de 35e internationale conferentie van functionarissen voor gegevensbescherming en privacy „om te pleiten voor de goedkeuring van een aanvullend protocol bij artikel 17 van het Internationaal Verdrag inzake burgerrechten en politieke rechten (ICCPR), dat gebaseerd moet zijn op de normen die zijn ontwikkeld en bekrachtigd door de internationale conferentie en de bepalingen in algemene opmerking nr. 16 van het Mensenrechtencomité bij het Verdrag, teneinde wereldwijd toepasbare normen voor gegevensbescherming en de bescherming van de privacy tot stand te brengen met inachtneming van de rechtsstaat”; verzoekt de lidstaten hierbij ook te pleiten voor een internationaal agentschap van de VN dat met name tot taak moet krijgen d eopkomst van observatie-instrumenten in het oog te houden en het gebruik daarvan te reguleren en te onderzoeken; vraagt de vicevoorzitter/hoge vertegenwoordiger van de Commissie en de Dienst voor extern optreden een proactieve houding aan te nemen;

The Presidency will also organise the European Conference called ‘Social Services – a tool for mobilising the work force and strengthening social cohesion’, which will take place in Prague on 22 and 23 April.
