The implementation of the Ohrid Framework Agreement continues to contribute to the consolidation of democracy and the rule of law . However, further efforts are needed to fully implement the agreement and to consolidate confidence between the political parties representing the different ethnic communities.

The obligation to inform the Office, in accordance with Article 2 of the model Decision annexed to the interinstitutional agreement of 25 May 1999, must, according to the agreement, [20] be consolidated in the Staff Regulations. The Commission's proposal for a Council Regulation laying down the Staff Regulations of Officials and the Conditions of Employment of Other Servants of the European Communities contains an Article incorporating this obligation to inform the Office so as to make it directly applicable to Community staff. The proposal is under examination; [21] the anticipated outcome is to be compatibility between the Staff Regulations and the model decision. It must also be made clear that the provisions governing the Office [22] do not restrict its powers in relation to Regulations (EC) No 1073/1999 and (Euratom) No 1074/1999 and the Interinstitutional Agreement and model decision.
De verplichting om het Bureau van informatie te voorzien die is opgenomen in artikel 2 van het modelbesluit uit de bijlage bij het interinstitutioneel akkoord van 25 mei 1999 zou volgens dit akkoord [20] dienen te worden vastgelegd in het Statuut. In haar voorstel voor een verordening van de Raad tot vaststelling van het Statuut van de ambtenaren van de Europese Gemeenschappen en van de regeling welke van toepassing is op de andere personeelsleden van deze Gemeenschappen, heeft de Commissie een artikel opgenomen dat overname van deze meldingsplicht aan het Bureau beoogt, zodat dit artikel rechtstreeks van toepassing wordt voor alle personeelsleden van de Europese Gemeenschappen. Dit voorstel is momenteel in behandeling [21]; daarbij dient met name de verenigbaarheid van het Statuut en het modelbesluit te worden gewaarborgd. Tevens dient erop te worden toegezien dat de bepalingen van het Statuut die betrekking hebben op het Bureau [22] geen beperking inhouden van de bevoegdheden van het Bureau in vergelijking met hetgeen is bepaald in de Verordeningen (EG) nr. 1073/1999 en (Euratom) nr. 1074/1999 en in het interinstitutioneel akkoord en het modelbesluit.

1. Customs duties on imports or exports shall be abolished in trade between the Parties in the products referred to in Article 1 on the date of entry into force of this Agreement, save that customs duties in respect of imports into Turkey of those products set out in Annex II shall be abolished over three years beginning on the first day of the month following the date on which the Agreement enters into force pursuant to Article 20 in accordance with the schedule set out in Annex II, namely a reduction to 50 % of the consolidated duties specified in Annex II during the first year of this Agreement and by way of a further reduction to 25 % of those duties during the second and third years of this Agreement.
1. Op de datum van inwerkingtreding van deze Overeenkomst worden de douanerechten bij in- of bij uitvoer in het handelsverkeer tussen de Partijen voor de in artikel 1 bedoelde produkten afgeschaft, met uitzondering van die bij invoer in Turkije van de in bijlage II vermelde produkten, welke in de loop van een tijdvak van drie jaar, aanvangend op de eerste dag van de maand volgende op de datum waarop de Overeenkomst overeenkomstig artikel 20 in werking treedt, volgens het tijdschema in bijlage II worden afgeschaft, namelijk in het eerste jaar van deze Overeenkomst een vermindering tot 50 % van de in bijlage II vermelde geconsolideerde rechten, gevolgd door een verdere vermindering tot 25 % voor het tweede en het derde jaar van deze Overeenkomst.
