The Commission shall keep under constant review the development of rights information sources and shall by 29 October 2015, and at annual intervals thereafter, submit a report concerning the possible inclusion in the scope of application of this Directive of publishers and of works or other protected subject-matter not currently included in its scope, and in particular stand-alone photographs and other images.

10.66. It is therefore recommended that disaggregated constant price data, i.e. direct valuation of current quantities at base-year prices, are compiled in addition to the chain indices for the main aggregates.

The main aims of the Directive are to facilitate the recognition by all Member States of seafarers' certificates issued in the Union, and to ensure full and constant compliance with the current EU provisions on training, certification and watchkeeping which were drawn up in accordance with the 1978 International Maritime Organisation Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended (STCW Convention).
