13. neemt met voldoening kennis van het actieplan van de Commissie ter intensivering van de strijd tegen belastingfraude en belastingontduiking; dringt erop aan dat de Commissie en de lidstaten absolute voorrang blijven geven aan de strijd tegen belastingfraude en belastingontduiking en dat hiertoe een pluridimensionele strategie van nauwere samenwerking en coördinatie tussen de lidstaten onderling en tussen de lidstaten en de Commissie nodig is die een betere inzet van de bestaande instrumenten, consolidering van de bestaande wetgeving, goedkeuring van de ingediende voorstellen en administratieve samenwerking mogelijk maakt; ook is nauwere samenwerking tussen belasting-, politie- en gerechtelijke autoriteiten binnen een land van fundamenteel belang; vraagt om bijzondere aandacht voor de ontwikkeling van mechanismen voor preventie en vroegtijdige opsporing, aan de evaluatie van resultaten, de verbetering van systemen voor de heffing van inkomsten en vooral aan de verbetering van het toezicht op douanevervoer, daar dit een van de gebieden is met de hoogste percentages stelselmatige corruptie in Europa; verzoekt de Commissie en de lidstaten op internationaal niveau actiever te worden om normen voor samenwerking vast te stellen op basis van met name de beginselen van transparantie, goed bestuur en uitwisseling van informatie;

To this end: - the Commission intends to strengthen customs cooperation, with the aim of boosting the capacity of the services responsible for preventing and detecting attempted illicit traffic; - the possibilities offered by Title VI of the Treaty on the European Union (Justice and Home Affairs) should be explored and utilized to the full; - the Euratom Safeguards Directorate and the Joint Research Centre will continue, as in the past, to place their expertise at the disposal of the national authorities confronted with this problem (3) The cooperation of all the States concerned is absolutely necessary.
Daartoe: - is de Commissie van plan de douanesamenwerking te versterken om de bevoegde diensten beter in staat te stellen de pogingen tot illegale handel te voorkomen en op te sporen; - moet worden nagegaan wat de mogelijkheden zijn die door artikel VI van het Verdrag betreffende de Europese Unie (Justitie en binnenlandse zaken) worden geboden om ze dan ten volle te kunnen benutten; - zullen het Directoraat Veiligheidscontrole van Euratom en het Gemeenschappelijk Centrum voor onderzoek, net zoals in het verleden, verder hun deskundigheid ter beschikking stellen van de nationale autoriteiten die met het probleem worden geconfronteerd (3) Samenwerking van alle betrokken staten is absoluut noodzakelijk.
