Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Consequently, the Commission states that it will be unable to pay in 2003 all payment claims received, i.e. an expected amount of € 4.108 billion at the end of 2003, leading to a estimated surplus of € 5.476 billion. As a result, the Commission is now proposing to reduce the 2003 budget by € 5 billion, which, in concrete terms, means that Member States contribution to the EU budget will be reduced by the same amount.
3. Urges the Commission pursuant to Article 274 of the EC Treaty, where it contributes substantially to the budgets of organisations, to take the appropriate measures to safeguard the Community's financial interests including if necessary and feasible the adoption and operation by the beneficiary of rules and procedures which can guarantee proper administration and internal control; urges the OHR to cooperate optimally; notes with approval the recent introduction of systematic ex post audits of the implementation of project grants to beneficiaries which are not international organisations; calls on the Commission, at the beginning of each discharge procedure, to provide the European Parliament with an overview and evaluation of all ex post audits performed; undertakes in connection with the forthcoming discharge procedure to investigate whether the agreement of 9 August 1999 between the EU and the UN provides adequate guarantees of proper administration and financial control;
7. dringt erop aan dat de Commissie op grond van artikel 274 van het EG-Verdrag in organen in het budget waarvan zij aanzienlijk bijdraagt de noodzakelijke maatregelen treft om de financiële belangen van de Gemeenschap te waarborgen, indien nodig en haalbaar met inbegrip van het opstellen en toepassen door begunstigde van regels en procedures die een verantwoord beheer en deugdelijke interne controle kunnen waarborgen; dringt bij het OHR aan op een optimale samenwerking; stelt met instemming de recente invoering vast van stelselmatige ex post audits met betrekking tot de tenuitvoerlegging van projectleningen aan begunstigden die geen internationale organisaties zijn; verzoekt de Commissie telkens bij het opstarten van de kwijtingsprocedure het Europees Parlement een overzicht en evaluatie te bezorgen van alle uitgevoerde ex post audits; verbindt er zich toe in het kader van de komende kwijtingsprocedure na te gaan of de op 9 augustus 1999 afgesloten overeenkomst tussen de EU en de VN voldoende waarborgen biedt voor verantwoord beheer en deugdelijke financiële controles;
