As some criminal networks find it relatively easy to forge customs documents, particularly in regard to the goods' origin and destination, the Committee on the Internal Market and Consumer Protection feels it necessary to reiterate the importance of protecting the internal market and consumer rights, health and safety by controlling trade flows.

Council Regulation No 1348/2000 on the service in the Member States of judicial and extrajudicial documents in civil or commercial matters (which was improved and updated by the European Parliament and the Council in 2005) is a fine instrument for simplifying, facilitating and speeding up the service of judicial documents and ultimately for increasing EU trade and strengthening the EU's economy as a whole.
Verordening (EG) nr. 1348/2000 van de Raad van 29 mei 2000 inzake de betekening en de kennisgeving in de lidstaten van gerechtelijke en buitengerechtelijke stukken in burgerlijke of in handelszaken, die in 2005 door het EP en de Raad is verbeterd en geactualiseerd, is een goed instrument om de betekening en kennisgeving van gerechtelijke stukken te vereenvoudigen, te vergemakkelijken en te bespoedigen, en in laatste instantie om de handel en de economie in het algemeen in de EU te versterken.

With a view to facilitating trade with those third countries, provided that they have concluded undertakings with the Community which include clauses concerning closer cooperation on the prevention of fraud and that they maintain good trade relations with the Community, it is appropriate to authorise those concerned to consider documents issued by the producers themselves as documents issued by the said bodies or services of the third countries, in a manner similar to that already allowed for wines of Community origin, provided that they give appropriate assurances and exert proper control over the issue of such documents.
Ter vergemakkelijking van het handelsverkeer met deze derde landen is het wenselijk, wanneer deze landen met de Gemeenschap verbintenissen hebben aangegaan die bepalingen bevatten betreffende de versterking van de samenwerking inzake fraudebestrijding, en zij goede handelsbetrekkingen met de Gemeenschap hebben, toe te staan dat de door de producenten opgestelde documenten, op dezelfde wijze als voor wijnen van oorsprong uit de Gemeenschap is bepaald, als door voornoemde instanties of diensten afgegeven documenten kunnen worden beschouwd, op voorwaarde dat deze laatste adequate waarborgen bieden en een doeltreffende controle op de uitgifte van voornoemde documenten uitoefenen.
