Urges the Commission and Council to study the various possible means of improving the debt situation and, preferably, converting debt into joint development policies to be pursued in collaboration with the Union's Mediterranean partners with a view to the financing, in local currency, of social cooperation projects for civil society, environmental protection and training and employment for young people;
15. verzoekt de Raad en de Commissie om de verschillende mogelijkheden voor sanering van de schuld te onderzoeken, die bij voorkeur omgezet moet worden in ontwikkelingsmaatregelen gezamenlijk met de mediterrane partners van de Unie waarbij in de lokale munteenheid samenwerkingprojecten worden gefinancierd ten behoeve van de samenleving, het milieu en de opleiding en werkgelegenheid van jongeren;

12. Calls on the Council and Commission to look into the various options for addressing the debt issue, which is hampering development efforts in the Mediterranean partner countries, and above all to explore the possibilities of converting the debt owed to the Community and/or the Member States into funding, in local currency, for civil cooperation projects geared towards civil society, environmental protection and youth training and employment;
12. verzoekt de Commissie en de Raad de verschillende mogelijkheden te onderzoeken ter oplossing van het schuldenvraagstuk, dat een rem zet op de initiatieven ter ontwikkeling van de mediterrane partnerlanden, en met name te bestuderen welke mogelijkheden er zijn om deze schuldenlast jegens de Gemeenschap en/of haar lidstaten om te zetten met het oog op de financiering in plaatselijke valuta van civiele samenwerkingsprojecten ten behoeve van de samenleving, de bescherming van het milieu, en de opleiding en werkgelegenheid voor jongeren;
