1. Welcomes the conclusion of the negotiations on the partnership and cooperation agreement between the EU and the Republic of Iraq, which establishes contractual relations between the two parties for the first time; welcomes the establishment by the partnership and cooperation agreement of a Cooperation Council, a Cooperation Committee and a Parliamentary Cooperation Committee and expects such fora to provide fresh impetus for the Union’s political involvement in Iraq at the highest level, in the form of regular political talks and the development of economic relations with the Iraqi authorities at the most senior level;
1. is verheugd over de afronding van de onderhandelingen over de partnerschaps- en samenwerkingsovereenkomst tussen de EU en de Republiek Irak, waarmee beide partijen voor het eerst contractuele betrekkingen zijn aangegaan; is verheugd dat door partnerschaps- en samenwerkingsovereenkomst een samenwerkingsraad, een samenwerkingscomité en een parlementair samenwerkingscomité zijn ingesteld, en verwacht dat deze fora de politieke betrokkenheid van de Unie in Irak nieuw leven zullen inblazen, in de vorm van regelmatig politiek overleg en de ontwikkeling van economische betrekkingen met de Iraakse autoriteiten op het hoogste niveau ;

The Gulf Cooperation Council members have now become the economic powerhouse of the Middle East and North Africa region. They also constitute the main investors in the European Union’s southern Mediterranean neighbourhood. Consequently, the potential for cooperation between the European Union and the members of the Gulf Cooperation Council goes beyond trade, extending to fields such as science and education.
De GCC-landen zijn de economische motor van heel de regio van het Midden-Oosten en Noord-Afrika geworden en zij zijn de belangrijkste investeerders in de zuidelijke mediterrane buurlanden van de EU. In its rules of procedure the Cooperation Council shall lay down the duties of the Cooperation Committee, which shall include the preparation of meetings of the Cooperation Council, and how the Committee shall function.

It is our firm belief that we stand a better chance of encouraging progress in the human rights situation in Uzbekistan by engagement rather than isolation. Isolation has not worked. We welcome the gradual re-engagement that has taken place over the past year, since the EU-Uzbekistan Cooperation Council agreed to establish a regular human rights dialogue, the first round of which was in May this year. Two rounds of expert-level talks have also taken place on the Andijan events. We are also planning a dialogue with Uzbek civil society on freedom of the media, which should take place in Tashkent early next year. We also welcome Uzbekistan’s introduction of habeas corpus and the abolition of the death penalty, which should come into effect in January 2008.
Wij zijn er vast van overtuigd dat wij door betrokkenheid een betere kans maken om de vooruitgang in de mensenrechtensituatie in Oezbekistan te stimuleren dan door het land te isoleren.Dat heeft niet gewerkt.Wij verwelkomen de geleidelijke nieuwe betrokkenheid die het afgelopen jaar is gegroeid, sinds de Samenwerkingsraad EU-Oezbekistan toestemde in het tot stand brengen van een regelmatige mensenrechtendialoog, waarvan de eerste ronde in mei 2007 plaatsvond.Er hebben ook twee ronden besprekingen op deskundigenniveau over de gebeurtenissen in Andijan plaatsgevonden.Wij zijn tevens een dialoog met het Oezbeekse maatschappelijk middenveld over de vrijheid van de media aan het plannen, die begin volgend jaar in Tashkent moet plaatsvinden.Wij juichen voorts de invoering van habeas corpus in Oezbekistan toe, alsmede de afschaffing van de doodstraf, die in januari 2008 van kracht wordt.
