38. Welcomes the various initiatives and legislative proposals by the Commission over the last 20 years, including the most recent, aimed at moving towards stronger coordination of Member States’ corporate tax systems with a view to reinforcing the internal market, addressing double taxation or double non-taxation issues and preserving the right of Member States to tax effectively; deplores, nevertheless, the fact that, to date, only a small number of these have been adopted by the Council, due to the unanimity requirement and the fact that certain Member States persist in considering that they have more to gain individually from loopholes in the uncoordinated tax system than they would collectively in a coordinated one;

(b) Moving away from tax competition between Member States towards tax cooperation including a timetable for the introduction of a common consolidated tax base for corporate profits and a mechanism to ensure a minimum coordination of corporate tax rates on a similar basis to that which is currently in place for VAT;
(b) meer fiscale samenwerking tussen de lidstaten in plaats van fiscale concurrentie, met onder meer een tijdschema voor de invoering van een gemeenschappelijke geconsolideerde fiscale grondslag voor de vennootschapsbelasting en een mechanisme om te zorgen voor een minimumcoördinatie van de vennootschapbelastingtarieven op soortgelijke basis als momenteel bestaat voor de BTW;

10. Stresses the fact that achieving sustainable public finances requires not just responsible spending but also adequate and socially just taxation. In that perspective, calls on the Commission to propose a set of measures to help Member States to restore the equilibrium of public accounts and to finance public investment though Eurobonds, EU financial transactions tax, green taxes, a progressive bank levy, automatic exchange of information and fight against tax havens. It should also help the Member states to move away from tax competition towards tax cooperation including a timetable for the introduction of a common consolidated tax base for corporate profits and a mechanism to ensure a minimum coordination of corporate tax rates on a similar basis to that which is currently in place for VAT;
10. wijst erop dat verwezenlijking van duurzame overheidsfinanciën niet alleen verantwoorde uitgaven vergt maar eveneens adequate en sociaal rechtvaardige belastingen; verzoekt de Commissie met het oog hierop een reeks maatregelen voor te stellen om de lidstaten te helpen het evenwicht van de overheidsrekeningen te herstellen en de overheidsinvesteringen te financieren door middel van Euro-obligaties, een EU-belasting op financiële transacties, groene belastingen, een progressieve bankheffing, automatische uitwisseling van gegevens en bestrijding van belastingparadijzen; tevens moet zij de lidstaten helpen fiscale concurrentie te vervangen door fiscale samenwerking, met onder meer een tijdschema voor de invoering van een gemeenschappelijke geconsolideerde fiscale grondslag voor de vennootschapswinsten en een mechanisme om te zorgen voor een minimumcoördinatie van de vennootschapbelastingtarieven op soortgelijke basis als momenteel bestaat voor de BTW;
